The Office of Planning, Budget, and Analysis (PBA), EERE, and DOE provide a number of resources for program planning, including the EERE Program Management Initiative (PMI) Brochure, the EERE Strategic Program Review, and a range of evaluation guides and resource documents developed for EERE staff.
EERE Program Management Initiative (PMI) Brochure
The EERE Program Management Initiative (PMI), launched in 2001, is intended to help document, stabilize, and improve the program management processes at all levels in EERE. PMI provides a framework—in terms of interfaces, schedules, and deliverables—to plan and do work, as well as define duties, responsibilities, and performance expectations. The PMI brochure contains information on the initiative and tools available to help EERE with program management.

Modeling EERE Deployment Programs
On an annual basis, EERE develops estimates of the future benefits of its programs. Various fundamental issues occur each year regarding the consistent measurement of the value of these programs relative to one another as well as the valuation of the R&D activities versus deployment activities. To integrate these benefit estimates, EERE employs two energy-economy models: the National Energy Modeling System (NEMS)—Government Performance and Results Act (GPRA) and the Market Allocation for New England (MARKAL)—GPRA.
To assess the issues that occur when attempting to model deployment in an integrated framework, the report "Modeling EERE Deployment Programs" delineates and characterizes the modeling of implementation programs for all EERE programs. This effort attempts to address improvements to modeling and to identify the research needed to improve deployment modeling. The report identifies and characterizes the modeling of deployment programs within the EERE technology development (TD) programs, address possible improvements to the modeling process, and note gaps in knowledge in which future research is needed.

EERE Strategic Program Review
The Strategic Program Review, published November 2007, presents the result of recommendations of the National Energy Policy Development Group as stated in the National Energy Policy.
EERE 2002 Strategic Plan
The EERE Strategic Plan directs EERE's activities at the corporate level. It articulates goals and strategies that will shape future budget requests and guide program execution. The plan also presents success indicators and metrics to be used for performance measurement and program evaluation. The EERE 2002 Strategic Plan laid out nine strategic goals to support realization of EERE's vision for "a prosperous future where energy is clean, abundant, reliable, and affordable."
