Energy Policy Analysis

The Office of Budget provides policy analysis, which can cut across multiple technologies, EERE programs, or market sectors. These analyses can include portfolio work, methods of calculating or describing energy security and environmental benefits, analytic participation in international working groups, and EERE input for organization-wide strategic plans. Information provided includes risk analysis, future scenarios, portfolio management, and energy security-related work

  • Oil Issues and Renewables
    The Planning, Analysis, and Evaluation (PAE) group at EERE has funded analysis work with Oak Ridge National Laboratory (ORNL) to evaluate issues surrounding oil use and how oil security, independence, and peaking relate to DOE energy efficiency and renewable energy R&D programs.

  • Multi-Path Transportation Study
    The Multi-Path Transportation Futures Study (short title: "Multi-Path Study") examines the vehicle and fuel technology pathways and scenarios that could lead to significant reductions in U.S. petroleum use and significant reductions in greenhouse gas emissions.

  • "The Treatment of Renewable Energy Certificates, Emissions Allowances, and Green Power Programs in State Renewables Portfolio Standards." (PDF 292 KB)
    Lawrence Berkeley National Laboratory (LBNL) published this report that summarizes the treatment of renewable energy certificates (RECs) and attributes in state renewables portfolio standard (RPS) policies. This report identifies where ambiguity exists and suggests that policy-makers and regulators clarify their intent by adopting more explicit language in order to reduce uncertainty in REC markets.

  • "Implications of Carbon Regulation for Green Power Markets" (PDF 983 KB)
    The National Renewable Energy Laboratory (NREL) published this report, which reviews carbon regulation programs under development in the Northeast and California, as well as the experience in the European Union, where carbon is already regulated. It also discusses the potential implications of these programs for the types of environmental claims currently made by commercial and institutional green power purchasers. The report ends with policy options for regulators and other decision makers to consider in designing carbon policies that will enable carbon markets and voluntary renewable energy markets to work together.

  • Database of State Incentives for Renewable Energy (DSIRE)
    DSIRE, managed by the Office of Budget, is a comprehensive database resource of state, local, utility, and federal incentives that promote renewable energy and energy efficiency.

  • Green Power Network (GPN)
    The GPN, managed by PBA, provides news and information on green power markets and related activities. The database provides up-to-date information on green power providers, product offerings, consumer protection issues, and policies affecting green power markets. It also includes a reference library of relevant papers, articles and reports.
