Peer Reviews
In-progress Peer review is one distinct form of process evaluation. Peer review and other forms of evaluation seek, in their respective ways, to answer questions of why and how and how good, while typical performance measures answer only what happened.
In the EERE Peer Review Guide, in-progress peer review is defined as:
"A rigorous, formal, and documented evaluation process using objective criteria and qualified and independent reviewers to make a judgment of the technical/ scientific/business merit, the actual or anticipated results, and the productivity and management effectiveness of programs and/or projects."
