Requirements to Meet

Throughout this web site emphasis is placed on evaluation as good management practice that helps managers make informed decisions. Ideally, programs are motivated to undertake evaluation-related activities to improve program operations and/or to establish evidence to better communicate the value of the program to EERE Senior Management, stakeholders, or Congress.

However, in addition to a program's own self-motivation for engaging evaluation activity, there are external drivers and sometimes internal requirements for evaluation. The following are the internal and external requirements for evaluation for EERE.

At this time EERE has internal evaluation requirements for In-progress Peer Review and Technical Reviews. External requirements include OMB PART and quarterly reporting in DOE's performance tracking system, "Joule". General program evaluation studies are strongly encouraged by the OMB PART.

Type of Evaluation Current Requirements (As of January 2005)
Peer review EERE internal requirement — EERE programs and key projects will be reviewed, on average, every two years, depending on the characteristics of the program/project being reviewed and needs for information. Peer reviews should typically cover 80-90% of RD funding and supporting business analysis and management programs.

External requirement (OMB PART)
