Types of Evaluations

The following are types of evaluations performed by EERE programs:

  • Peer reviews by independent external experts of both the program and subprogram portfolios to assess quality, productivity, and accomplishments; relevance of program success to EERE strategic and programmatic goals; and management.
  • General program evaluation studies by external independent experts to examine process, quanitify outcomes or impacts, identify market needs and baseline, or quantify cost-benefit as appropriate.
  • Performance measurement includes using the DOE's Joule Performance Measurement Tracking System and the White House Office of Management and Budget's (OMB) Program Assessment Rating Tool (PART).
  • Technical Program Reviews by EERE Senior Management, Technical Teams, or Advisory Committees. Stage gate reviews of projects can also be considered a form of technical program review.
