Commercial Refrigeration Equipment Energy Conservation Standard Advance Notice of Proposed Rulemaking (ANOPR)
Following the Framework Document, the Department of Energy (DOE) published an Advance Notice of Proposed Rulemaking (ANOPR) for the energy conservation standard rulemaking for commercial refrigeration equipment. The ANOPR is the first stage of the overall standards rulemaking process and will be followed by a Notice of Proposed Rulemaking (NOPR) and ultimately a Final Rule. At the ANOPR stage, the DOE carries out several analyses, including the engineering analysis, the life-cycle cost analysis, and the national energy savings analysis. Interested parties were invited to review the ANOPR documents and the analytical tools, attend the public meetings, and submit comments on the DOE's analysis.

How to Submit Comments
Comments on the ANOPR were solicited by DOE from interested parties. Comments were accepted either electronically (E-mail), by mail, or by courier as noted below. Wherever possible, comments in the electronic format carry the electronic signature of the author. Absent an electronic signature, comments submitted electronically are followed and authenticated by submitting the signed original paper document. The comment should clearly identify the Docket number: EE-2006-STD-0126.
