Commercial Heating, Air Conditioning, and Water Heating Equipment (i.e. ASHRAE Equipment) Notice of Proposed Rulemaking
This page provides information on the notice of proposed rulemaking (NOPR) addressing certain American Society of Heating, Refrigeration, and Air-Conditioning Engineers (ASHRAE) equipment found in ASHRAE Standard 90.1-2007.
The U.S. Department of Energy's (DOE) NOPR for ASHRAE equipment describes DOE's determination of scope for considering amended energy conservation standards for certain commercial heating, ventilating, air-conditioning, and water heating equipment addressed in ASHRAE Standard 90.1-2007. DOE also proposes amending the energy conservation standards for ten equipment classes of commercial packaged boilers and water-cooled and evaporatively-cooled commercial package air conditioners and heat pumps with a cooling capacity at or above 240,000 Btu/h and less than 760,000 Btu/h by adopting the efficiency levels specified by ASHRAE Standard 90.1-2007. In addition, DOE is proposing amendments to its test procedures for commercial packaged boilers, which manufacturers are required to use to certify compliance with the energy conservation standards set forth in the Energy Policy and Conservation Act.
The NOPR is the first stage of the standards rulemaking process for ASHRAE equipment and will be followed by a final rule. At the NOPR stage, DOE presents the proposed standard levels and all of the rulemaking analyses. Interested parties are invited to review the NOPR documents and the analytical tools, attend the public meetings, and submit comments on the analyses and proposed standard levels.
As part of the NOPR analyses, DOE performed an environmental assessment and an emissions monetization analysis for ASHRAE equipment. On May 29, 2009, DOE issued a notice of data availability (NODA) and request for public comment that will be published in the Federal Register to announce the availability of these additional analyses and associated documentation. DOE invites interested parties to review and submit comments regarding the environmental assessment and the emissions monetization analysis for ASHRAE equipment during the NOPR comment period.
