Distribution Transformers Notice of Proposed Rulemaking (NOPR)

The U.S. Department of Energy has published its Notice of Proposed Rulemaking (NOPR) for the Distribution Transformers Energy Conservation Standard Rulemaking. The NOPR is the second stage of the overall standards rulemaking process and will be followed by a final rule. At the NOPR stage, the Department updates its ANOPR analyses and carries out several new analyses, including the Manufacturer Impact Analysis, Utility Impact Analysis, Employment Impact Analysis, Environmental Assessment and the Regulatory Impact Analysis. In addition, the Department is also proposing energy conservation standards for distribution transformers. Stakeholders are invited to review the NOPR documents and the analytical tools, attend the public meetings, and submit comments on the Department's analysis.
