Purpose: The Department held an informal public meeting as a first step in the standards rulemaking process for commercial refrigeration equipment. This meeting was the starting point for the standards-development process and familiarized interested stakeholders with the approach and analytical tools that the DOE anticipates using. The meeting highlighted issues on which DOE requests feedback from interested parties on the assumptions, methodology, and analytical tools the DOE proposes to use. In addition, the Department requests data and information that DOE should consider in its analysis of commercial refrigeration equipment.

Presentation: Public meeting presentations included an overview of the rulemaking process and approaches to the analyses the Department intends to conduct for the Advance Notice of Proposed Rulemaking and, thereafter, the Notice of Proposed Rulemaking: market and technology assessment, screening analysis, engineering analysis, markups for price determination, life-cycle cost analysis, shipments analysis, National impact analysis, manufacturer impact analysis, environmental assessment, and regulatory impact analysis.

Proposed Product Classes: The Air-Conditioning and Refrigeration Institute (ARI) drafted an Operations Manual for their certification program for commercial refrigeration equipment. This manual contains a breakdown of commercial refrigeration equipment into product families based on orientation and door type. These families are further broken down by operating mode and operating temperature. With ARI's permission, the Department created a graphic of this product breakdown and presented it at the Framework Public Meeting.
Where EPACT 2005 describes product classes for commercial refrigeration equipment under subsections 136(c) and 136(a)(3), DOE requests feedback on the proposed product classes listed above and the criteria used in creating the classes. Also see section 3.2, "Product Classes," of the Framework Document, and Items 3-3 through 3-8.
