The U.S. Department of Energy (DOE) is publishing a Notice of Proposed Rulemaking (NOPR) for the test procedure rulemaking for walk-in coolers and walk-in freezers (WICF). The NOPR is the first document to be published in the test procedure rulemaking process. It will be followed by a final rule. At the NOPR stage, DOE proposes the procedures to be used to test WICF equipment for certification, compliance, and enforcement of the energy conservation standards. Interested parties are invited to review the NOPR, attend public meetings, and submit comments on DOE's approach.

Interested parties may submit comments electronically, by mail, or by hand delivery or courier. Comments should clearly identify docket number EERE-2008-BT-TP-0014. The deadline for submitting comments is March 31, 2010.

Wherever possible, comments in the electronic format should carry the electronic signature of the author. Absent an electronic signature, comments submitted electronically must be followed and authenticated by submitting the signed original paper document.
