Energy Independence and Security Act of 2007 Prescribed Standards
This page presents information about the Energy Independence and Security Act of 2007 (EISA 2007).
EISA 2007 was enacted on December 19, 2007. EISA 2007, which amends the Energy Policy Conservation Act of 1975, Pub. L. 94-163 (42 U.S.C. 6291 et seq.), establishes energy conservation standards for certain consumer products and commercial and industrial equipment, including the following:
- Residential Dishwashers
- Residential Clothes Washers
- Dehumidifiers
- External Power Supplies, Class A
- Incandescent Reflector Lamps
- General Service Incandescent Lamps
- Intermediate Base Incandescent Lamps
- Candelabra Base Incandescent Lamps
- Metal Halide Lamp Fixtures
- Electric Motors
- Small Commercial Package Air-Conditioning and Heating Equipment
- Single Package Vertical Air Conditioners and Heat Pumps
- Walk-in Coolers and Freezers
- Residential Boilers
The U.S. Department of Energy (DOE) estimates that the EISA-prescribed standards will save the United States approximately 31 quads of energy over 30 years (2008 – 2038). The net present value of the total savings is estimated to range from $48 to $105 billion (2007 dollars), depending on the discount rate.

Technical Amendment
The Technical Amendment places the energy conservation standards, test procedures, and related definitions prescribed in EISA 2007 in the Code of Federal Regulations. This document was published in the Federal Register on March 23, 2009 (74 FR 12058).
Technical Support Document
The Technical Support Document provides analysis supporting the technical amendment. In this report, DOE estimates the energy, economic, and environmental impacts of the energy conservation standards prescribed in EISA 2007 for the products and equipment described above.
Technical Amendment – Residential Boilers
This Technical Amendment clarifies the standards applicable to residential furnaces and boilers, which were not subject to a final rule published by DOE on November 19, 2007. The final rule codifies in DOE's regulations the EISA 2007 requirements for residential boilers. This document was published in the Federal Register on July 28, 2008 (73 FR 43611).
