Background
Section 301 of the Energy Independence and Security Act of 2007 (EISA) establishes standards for Class A EPSs effective July 1, 2008, and directs DOE to conduct two successive rulemakings to review and possibly amend the energy conservation standards for external power supplies, the first of which is to be completed by July 1, 2011.
Section 309 of EISA requires DOE to issue a final rule prescribing energy conservation standards for BCs, if technologically feasible and economically justified, by July 1, 2011. (42 U.S.C. 6295(u)(1)(E)(i)(II))
DOE is bundling the battery charger rulemaking proceeding with a review and possible amendment to the energy conservation standards for Class A external power supplies.

Current Rulemaking
DOE has issued a notice of public meeting and availability of framework document. In the notice, DOE outlines its plans for developing new energy conservation standards for battery chargers, and for reviewing and possibly amending energy conservation standards for external power supplies. In addition, DOE has developed a supplemental draft technical report, which describes past DOE analysis on battery chargers and external power supplies.
