Fluorescent and Incandescent Lamps Test Procedure Notice of Proposed Rulemaking
The Energy Policy and Conservation Act (EPCA) authorizes the Department of Energy (DOE) to establish energy conservation standards for various consumer products and commercial and industrial equipment, including general service fluorescent lamps and incandescent reflector lamps, for which DOE determines that energy conservation standards for these lamps would be technologically feasible and economically justified and would result in significant energy savings.
EPCA established the "Energy Conservation Program for Consumer Products Other Than Automobiles." The consumer and commercial products currently subject to this program include general service fluorescent, incandescent reflector, and general service incandescent lamps. Manufacturers of covered products are required to use the relevant DOE test procedures to certify compliance with the energy conservation standards adopted under EPCA.
In this Notice of Proposed Rulemaking (NOPR), DOE proposed amendments to its test procedures for fluorescent and incandescent lamps. In addition to various technical and referenced standard updates, this notice proposed amendments to DOE's test procedures to provide appropriate methods to test additional fluorescent lamps considered for coverage in the energy conservation standards rulemaking as well as newly covered general service incandescent lamps, as regulated by the Energy Independence and Security Act of 2007. In addition, the NOPR also announced a public meeting to receive comments.
