R20 Short Lamp Request for Exclusion from Energy Conservation Standards
The Department of Energy (DOE) has granted a petition for rulemaking by the National Electrical Manufacturers Association requesting the initiation of a rulemaking to exclude from coverage under Energy Policy and Conservation Act (EPCA) standards 120 volt, 100 watt, R20 short (having a maximum overall length of 3 5/8 or 3.625 inches) incandescent reflector lamps (IRLs) marketed for use in hot tub spas.

DOE is undertaking this rulemaking to consider exclusion from coverage under energy conservation standards for R20 short lamps pursuant to the requirements of 42 U.S.C. 6291(30)(E). Under this section, in order to exclude a fluorescent or incandescent lamp, the Secretary must make the determination, by rule, that standards for the lamp ‘‘would not result in significant energy savings because such lamp is designed for special applications or has special characteristics not available in reasonably substitutable lamp types.’’(42 U.S.C. 6291(30)(E))
