Rulemaking for Single Package Vertical Unit Energy Conservation Standards
The Energy Policy and Conservation Act of 1975 (EPCA), as amended, prescribes energy conservation standards for various consumer products and certain commercial and industrial equipment, including single package vertical air conditioners and single package vertical heat pumps. EPCA also requires that each time the American Society of Heating, Refrigerating, and Air-conditioning Engineers (ASHRAE) Standard 90.1 is amended with respect to the standard levels or design requirements applicable to that equipment, the U.S. Department of Energy (DOE) must adopt amended uniform national standards for this equipment equivalent to those in ASHRAE Standard 90.1, unless DOE determines that there is clear and convincing evidence showing that more-stringent, amended standards would be technologically feasible and economically justified, and would save a significant additional amount of energy. This rulemaking fulfills this obligation.

DOE has published a final rule regarding energy conservation standards for single package vertical air conditioners and single package vertical heat pumps. 80 FR 57438 (September 23, 2015).

- Compliance with the amended standards established for SPVACs and SPVHPs <65,000 Btu/h cooling capacity is required 4 years after publication in the federal register; for SPVACs and SPVHPs =65,000 and <135,000 Btu/h cooling capacity, compliance is required on October 9, 2015; and for SPVACs and SPVHPs =135,000 and <240,000 Btu/h cooling capacity, compliance is required on October 9, 2016.

Title III, Part C of the Energy Policy and Conservation Act of 1975 (“EPCA” or “the Act”), Pub. L. 94-163 (42 U.S.C. 6311-6317, as codified), added by Public Law 95-619, Title IV, §441(a), established the Energy Conservation Program for Certain Industrial Equipment, which includes the single package vertical air conditioners (SPVACs) and single package vertical heat pumps (SPVHPs) (collectively referred to as single package vertical units or SPVUs).
