Workforce Guidance Development: By Industry, For Industry

The workforce guidance development process began by convening diverse groups of public and private sector industry practitioners — individuals who held the job they were describing (e.g., a group of Commercial Building Energy Modelers was convened to draft the Commercial Building Energy Modeler Job/Task Analysis). Active practitioners interested in participating in the Job/Task Analysis (JTA) development workshops were invited to submit their credentials through a publically announced online submission process. To meet the selection criteria, these industry experts had to be current, active practitioners and be available to attend the workshop in person. To ensure broad industry participation, the selection criteria also required that the group be diverse with respect to the following categories:

  • Geographic location
  • Years of experience
  • Organizational size
  • Sector (private and public)
  • Industry credentials held

Groups of 6-12 subject matter experts were selected for each job category. Led by a facilitator with expertise in developing and evaluating educational testing materials, each team worked collaboratively for two and a half days to create the JTA specific to their job category.
