Home Energy Score Partners

The U.S. Department of Energy (DOE) is partnering with state and local governments, utilities, and non-profit organizations across the country to make the Home Energy Score widely available to homeowners. Current partners, along with descriptions of their residential energy efficiency efforts, can be found by clicking on this interactive map. To become a Home Energy Score Partner, an organization must score a minimum of 200 homes in the first year, and provide quality assurance by rescoring 5% of these homes. Organizations interested in becoming a Partner can contact the program via email at homeenergyscore@ee.doe.gov.

The Home Energy Affordability Loan (HEAL), a project of the William J. Clinton Foundation's Clinton Climate Initiative—Arkansas (CCI-AR), is a unique, energy-based employee benefits program designed to improve quality of life, at both the corporate and homeowner levels, by reducing greenhouse gas emissions and improving energy performance in commercial and residential buildings. By enlisting employers to offer the HEAL program to qualifying employees and community members, the program is able to make a large-scale and rapid impact in energy usage, greenhouse gas emissions, and employment opportunities.

HEAL plans to score over 200 homes as part of Home Energy Score for qualifying employees of participating employers in central Arkansas and the Little Rock metropolitan area in 2012. Homeowners in Central Arkansas living within 60 miles of Little Rock that have utility service through Entergy or CenterPoint, but are not affiliated with a participating employer, can request to have their homes scored on a space available basis by the program.

StopWaste.Org, a joint-powers agency that manages environmental programs in Alameda County, California, chairs a statewide Better Buildings Program committee to advance green labeling in California. Initiatives include offering rebates for green labeling of residential properties, a statewide study of the value of green labeling at the time of sale, and working with real estate stakeholders on the greening of the multiple listing service (MLS).

In 2012, local governments in Alameda and San Francisco Counties will be scoring at least 200 homes as part of Home Energy Score. Eligible homes include those participating in Energy Upgrade California, a whole-house approach to improving existing homes.

InterNACHI, the nation's largest non-profit inspector accreditation organization, is now providing Colorado homeowners with the Home Energy Score. InterNACHI is committed to educating American homeowners about the functions, materials, systems and components of their properties in order to improve the energy efficiency of their homes and reduce utility costs.

The Colorado Energy Office promotes sustainable economic development in Colorado through advancing the state's energy market and industry to create jobs, increase energy security, lower long-term consumer costs, and protect our environment. Current initiatives include training of real estate stakeholders including appraisers, Realtors, and lenders, developing studies on the value of energy efficiency and renewable energy at the time of sale, and encouraging the use of standard green fields now featured in 14 multiple listing service (MLS) vendors that cover 97% of the state's housing stock.

The Colorado Energy Office plans to score approximately 200 homes as part of an energy efficiency valuation study in select areas of Denver and Jefferson counties in 2013 as part of Home Energy Score. The Colorado Energy Office will market the Home Energy Score to customers through its website, local media, local real estate offices and Metrolist (Colorado's largest MLS). To be eligible for a complimentary Home Energy Score, the home must have been built before 1990, substantially renovated in the last 10 years, be less than 2,500 square feet and either be listed for sale or in the process of being listed.

The United Illuminating Company (UI) is a New Haven-based regional electric distribution company that serves over 325,000 customers. As one of the administrators of the Connecticut Energy Efficiency Fund, UI's mission is to advance the efficient use of energy, reduce air pollution and negative environmental impacts, and promote economic development and energy security.

UI and City of New Haven's Office of Sustainability have partnered to offer the Home Energy Score with the CT Energy Efficiency Fund's Home Energy Solutions program. Through the Home Energy Solutions program, residential customers can receive a complete energy assessment for $75 and the Home Energy Score will be provided free of charge for a limited time. Beginning in the summer of 2012, UI and the City of New Haven expect to score over 400 homes.

Midwest Energy Efficiency Alliance (MEEA) and Center for Neighborhood Technology (CNT) have partnered to offer Home Energy Score. Home Energy Score will be implemented under the Illinois Home Performance with ENERGY STAR® program (IHP).

IHP connects homeowners with qualified contractors and energy assessors who evaluate existing homes' energy efficiency and offer home improvements, which result in energy savings and improved comfort and safety, durability, and value.

IHP will integrate the Home Energy Score into its energy assessments to help homeowners evaluate the benefits of performing energy upgrades recommended in the energy assessment. IHP will score at least 200 homes by December 2012. The program will begin in Northern Illinois (in the Chicago metropolitan area and the City of Rockford) and will expand to Central and Southern Illinois.

Homeowners interested in participating are encouraged to complete a free home energy profile on the Illinois Home Performance website and contact an IHP Participating Contractor to schedule an energy assessment.

Community Services, Inc., a Community Action Partnership Agency, has been providing weatherization services through the Low Income Weatherization Assistance Program since 1978. In 2011, Community Services, Inc. created Home Sealers LLC, a fee-for-service weatherization and energy retrofit contracting company to expand the energy saving benefits of weatherization to all members of our community.

Home Sealers LLC provides homeowners with energy audits, home inspections, mold and lead testing, and home energy retrofits via the use of their own trained technicians or by connecting homeowners with qualified local contractors. Long Island Green Homes was launched by the Town of Babylon in 2008. It is the nation's first operational residential energy efficiency retrofit program based on property assessed clean energy (PACE) financing. In just over three years, Long Island Green Homes has retrofitted over 650 houses with an average savings-to-investment ratio of 1.82 and $1,150 in annual energy savings per household. Long Island Green Homes' program principles have been adopted by six other municipalities on Long Island and the Long Island Green Homes consortium has teamed with the New York State Energy Research and Development Authority (NYSERDA) to offer their free audits and low-interest financial product Island-wide.

Long Island Green Homes plans to score a minimum of 200 homes in the Town of Babylon in its first year as a Home Energy Score Partner.

Home Energy Score assessments will be provided free of charge to participants that sign up for energy audits through the Town of Babylon's existing residential efficiency program. Interested Babylon residents are encouraged to fill out the online intake form on the Long Island Green Homes website. Home Energy Assessors will be paired with participants based upon availability. To guarantee a Home Energy Assessor visit, participants should note their interest in the Home Energy Score program on their intake form.

Long Island Power Authority (LIPA) is a non-profit municipal electricity provider. Ohio Partners for Affordable Energy (OPAE) is a statewide nonprofit organization made up of 60 member agencies that deliver weatherization, energy efficiency, renewable energy, and bill payment assistance programs funded by utilities and the state and federal governments.

Eugene Water & Electric Board (EWEB) is a publically owned utility serving 87,000 electric and 51,000 water customers in Eugene, Oregon, and the surrounding McKenzie River area. Since the late 1970s, EWEB has fulfilled its mission "to be an outstanding provider of energy and water products that meet customer needs and benefit the citizens of Eugene" by offering its customers energy efficiency programs. CharlestonWISE is a program of the non-profit Sustainability Institute, an award-winning, nonprofit organization with a mission of empowering South Carolina communities to transform homes and workplaces to conserve energy and reduce the overall environmental impact.

The CharlestonWISE program is funded by a DOE Better Buildings Neighborhood grant through the Southeast Energy Efficiency Alliance with the goal of transforming the market for home energy improvements in South Carolina through a network of trained and certified home performance contractors. Participating CharlestonWISE contractors will score and retrofit more than 300 single family homes through June 2013.

The CharlestonWISE Home Energy Score will be initially available in Charleston County, including the municipalities of Charleston, North Charleston, Mt. Pleasant, James Island, and Kiawah Island.

Homeowners can visit the CharlestonWISE website to sign up and select a participating contractor. That contractor will provide the Home Energy Score as part of a comprehensive home energy upgrade proposal to achieve 20% energy savings and leverage program and utility incentives up to 60% of the job cost.

Utah Home Energy Performance Association (UHEPA) is a non-profit professional organization of home performance auditors, contractors, energy providers, educators and government agencies. The association is dedicated to informing Utah homeowners about the advantages of energy efficiency and providing access to qualified professionals and technical resources that are able to deliver home energy efficiency services to over 1 million homeowners throughout the state.
