Project Charters

Requirements

Before embarking on any new project on EERE, you must create a charter and submit it to your client and the EERE Web Manager. A charter will help you see the bigger picture of your Web site and help both the DOE client and the project team understand the scope, schedule, and budget of the project.

Any project requiring sizable effort (10 hours of work or more) should have a charter. A charter is not just a project plan for the team to follow; it is also an agreement between the DOE client and project team members. A detailed charter will aid you in tracking the cost, schedule, and scope of your project. As changes occur, renegotiate with your client and then update the charter to reflect new agreements.

The process of developing a charter will also help you evaluate the project idea itself, before you even start a new project. The charter template will help you answer important questions before starting your project, including the following:

  • Is the content unique?
  • Does it fulfill a need on EERE?
  • Is there existing content that already covers the topic, or can you link to existing content?

Avoid being a "putter upper," and take the time to assess the value and need for your new projects, within the context of both the entire EERE Web site and your individual site. Use the charter template below to develop your charter:
