Every project should have a charter. EERE's charter will help you figure out the scope of your project.
Most websites on EERE are located at "eere.energy.gov." If you want a marketing URL, a .GOV site, or even a .COM site, you need to get approval for your URL.
You may need redirects if you're going to retire an old website or move pages to another URL and you want to make sure your users can still find your content.
