Energy Incentive Programs, Alaska

Updated November 2009

Below you will find questions and answers regarding Alaska's utility energy efficiency programs, including options for load management, demand response, and distributed energy resources, and information about state-sponsored energy efficiency programs.

What public-purpose-funded energy efficiency programs are available in my state?

Alaska has no public-purpose-funded energy efficiency programs.

What utility energy efficiency programs are available to me?

Golden Valley Electric Association offers the Business $ense Program, which provides rebates for lighting efficiency upgrades of up to 50% of the project cost ($20,000 maximum). Currently, the Business $ense Program is not available to Federal Government customers.

What load management/demand response options are available to me?

Anchorage Municipal Light & Power has an interruptible rate available to customers with peak demands over 100 kW. In exchange for their willingness to be interrupted, customers on this tariff are not assessed a demand charge.

What distributed energy resource options are available to me?

The Database of State Incentives for Renewable Energy (DSIRE) provides information on programs that offer incentives for renewable distributed generation. The following programs may be of interest to Federal customers.

  • Golden Valley Electric Association's Sustainable Natural Alternative Power offers a $1.50 per kW (up to 25 kW) incentive towards customer-owned installations using solar photovoltaics, wind, or other renewable sources.

  • The Alaska Energy Authority administers the Renewable Energy Grant Recommendation program that the Alaska legislature authorized in 2008. A total of $125 million was appropriated for 2009 to promote large renewable energy installations. Grant proposals for feasibility and reconnaissance studies, as well as design and construction work, will be evaluated by the energy authority. The energy authority will then make recommendations to the Alaskan legislature for funding. See the program Web site for current solicitations.

Are there energy efficiency programs sponsored by the state government?

No state energy efficiency programs are currently available to Federal customers.

What are other sources where I could look for more information?

Federal customers whose utilities have area-wide contracts through the General Services Administration (GSA) (e.g., Golden Valley Electric) may be able to take advantage of third-party financed energy efficiency projects called utility energy service contracts (UESCs). Information is available through the GSA Energy Center of Expertise Library. Federal facilities should contact their account executive to determine the level of each utility's participation.

NOTE: Energy efficiency funds and demand response programs are updated at least annually. Please contact the FEMP webmaster if changes are needed between updates.
