Wyoming utilities budgeted nearly $5 million in 2010 to promote energy efficiency in the state (including residential programs).
What public-purpose-funded energy efficiency programs are available in my state?
Wyoming has no statewide public-purpose-funded energy efficiency programs.
What utility energy efficiency programs are available to me?
In March of 2011, PacifiCorp/Rocky Mountain Power released its 2011 Integrated Resource Plan, which includes a significantly expanded role for energy efficiency and load management than in previous years. The plan projects that by 2020 energy efficiency and load management programs will provide about 13% of system capacity and 11% of energy within the company's total resource mix. The company offers several energy efficiency programs to commercial and industrial customers:
Wyoming FinAnswer Express for small commercial customers and for industrial and large commercial customers provides pre-calculated rebates as well as technical expertise for lighting, premium efficiency motors and variable frequency drives, HVAC systems, building envelope measures and other equipment upgrades that increase energy efficiency and exceed code requirements for both retrofit and new construction projects. Incentive amounts depend on the equipment installed. Wyoming Energy FinAnswer for existing facilities and new construction/major renovation projects provides cash incentives for energy efficiency retrofits, major renovation and new construction projects equal to $0.12 per kWh of the projected annual savings plus $50 per average monthly on-peak kW reduction. Incentives are capped at 50% of the project cost. The program also incorporates a variety of energy efficiency services, including facility energy analysis, detailed design assistance, competitive financing, commissioning, and post-installation savings verification, tailored to the specific needs of the project.
Incentives for design professionals provide honoraria to encourage designers of new construction and major renovation projects to take advantage of the utility's energy efficiency programs early in the design phase.
The Self Direction Credit Program provides incentives to large commercial and industrial customers who self-fund energy conservation projects at their facilities. Customers who engineer, implement and commission qualifying projects may receive credits to offset the Customer Efficiency Service charge on their bills.
Questar Gas sponsors the Thermwise Program, which provides rebates for efficient HVAC, water heating, boilers, food service and laundry equipment as well as for high-efficiency windows and roof and wall insulation. Rebates vary depending on the type and capacity of the equipment.
Black Hills Power (BHP) offers rebates for energy-efficient heat pumps and water heaters as well as technical assistance programs. Incentives for heat pumps equal $50/ton for replacement heat pump installations (air source or water source) and $125 to $150/ton for new heat pump applications, depending on the type and efficiency. Black Hills Power also offers incentive electric rates and grants to organizations wishing to locate or expand within BHP's service territory.
Carbon Power and Light, in collaboration with Tri-State Generation and Transmission Association (Tri-State G&T), offers efficient motor rebates through the Energy Efficiency Credit Program for installation of efficient electric motors, used or new, from 10 hp to 200 hp. Rebates for motors larger than 200 hp may be negotiated.
Montana-Dakota Utilities Company's Commercial Lighting Incentive program offers rebates on a variety of high efficiency lighting equipment. Pre-approval is required.
What load management/demand response options are available to me?
PacifiCorp/Rocky Mountain Power offers the Energy Exchange Program, an internet-based, voluntary demand reduction program, to customers with one or more MW of connected load. The company posts a price on the Energy Exchange site for each hour in which load reductions are needed and customers may respond by pledging to curtail a specified amount of their load. Participants are paid the posted price per unit of measured energy reduction in each hour they curtail.
What distributed energy resource options are available to me?
The Database of State Incentives for Renewables and Efficiency (DSIRE) provides information on programs that offer incentives for renewable distributed generation. Wyoming currently has no programs of this type open to federal customers.
Are there energy efficiency programs sponsored by the state government?
Wyoming's state government does not currently offer any energy efficiency programs applicable to federal customers. For information on potential future opportunities, contact the Wyoming Business Council.
What additional opportunities are available to me?
Federal customers whose utilities have area-wide supply contracts through GSA (e.g., Cheyenne Light, Fuel & Power and Montana-Dakota Utilities), may be able to take advantage of 3rd-party financed energy efficiency projects called utility energy services contracts (UESCs). Information is available on GSA's Energy Center of Expertise Library Page. Federal facilities should contact their account executive to determine the level of each utility's participation.
