Energy Incentive Programs, Wyoming

Below you will find questions and answers regarding Wyoming's utility energy efficiency programs, including options for load management, demand response, and distributed energy resources, and information about state-sponsored energy efficiency programs.

What public-purpose-funded energy efficiency programs are available in my state?

Wyoming has no public-purpose-funded energy efficiency programs.

What utility energy efficiency programs are available to me?

PacifiCorp/Rocky Mountain Power recently received approval from the Wyoming Public Service Commission for new and improved energy efficiency programs for business and residential customers. Programs began January 1, 2009, and are funded by a new Customer Efficiency Services Charge. The company offers several energy efficiency programs for commercial and industrial customers:

  • Wyoming FinAnswer Express provides pre-calculated rebates as well as technical expertise for lighting, premium efficiency motors, HVAC, and other equipment upgrades that increase energy efficiency and exceed code requirements for both retrofit and new construction projects. The incentives depend on the equipment installed and are capped at 50% of the measure costs.

  • Wyoming Energy FinAnswer provides cash incentives for energy efficiency retrofits, major renovation, and new construction projects equal to $0.12 per kWh of the projected annual savings plus $50 per average monthly on-peak kW savings. Incentives are capped at 50% of the project cost. The program also incorporates a variety of energy efficiency services, including facility energy analysis, detailed design assistance, competitive financing, commissioning, and post-installation savings verification. These services are tailored to the specific needs of the project.

  • The Self Direction Credit Program provides incentives to large commercial and industrial customers who self-fund energy conservation projects at their facilities. Customers who engineer, implement, and commission qualifying projects may receive credits to offset the Customer Efficiency Service Charge on their bills.

Questar Gas sponsors the Thermwise Program, which provides rebates for efficient HVAC, water heating, food service, and laundry equipment as well as for high-efficiency windows and roof and wall insulation. Rebates vary depending on the type and capacity of the equipment and are only available for equipment purchased and installed on or after July 1, 2009.

Black Hills Power offers rebates for energy-efficient heat pumps and water heaters as well as technical assistance programs. Incentives for heat pumps equal $50 per ton for replacement heat pump installation (air source or water source) and $125 to $150 per ton for new heat pump installation depending on the type. Black Hills Power also offers incentive rates and grants for economic development.

Carbon Power and Light, in collaboration with Tri-State Generation and Transmission Association (Tri-State G&T), offers rebates through the Energy Efficiency Credit Program for installation of new energy-efficient electric water heaters. Tri-State G&T rebates $50 per unit installed. Carbon Power and Light supplements that with an incentive between $1.50 and $3.00 per gallon of capacity depending on the type of water heater. The program also provides varying rebates for installation of efficient electric motors, used or new, from 10 horsepower to 200 horsepower. Rebates for motors larger than 200 horsepower may be negotiated. Additional financial assistance is provided if the motor replaces a fossil-fueled engine or if it is a new installation.

What load management/demand response options are available to me?

PacifiCorp/Rocky Mountain Power offers to some customers the Energy Exchange Program, an Internet-based, voluntary demand reduction program. The company posts a price for each hour in which load reductions are needed and customers may respond by pledging to curtail a specified amount of their load. Participants are paid the posted price per unit of measured energy reduction in each hour they curtail. Eligibility is limited to customers with at least 1 MW of connected load. As of November 2009, the Energy Exchange Program is awaiting re-approval from the Wyoming Public Service Commission.

What distributed energy resource options are available to me?

The Database of State Incentives for Renewable Energy (DSIRE) provides information on programs that offer incentives for renewable distributed generation. Wyoming currently has no programs of this type open to Federal customers.

Are there energy efficiency programs sponsored by the state government?

Wyoming's state government does not currently offer energy efficiency programs applicable to Federal customers. For information on potential future opportunities, contact the Wyoming Business Council.

What additional opportunities are available to me?

Federal customers whose utilities have area-wide supply contracts through the General Services Administration (GSA) (e.g., Cheyenne Light, Fuel & Power and Montana-Dakota Utilities) may be able to take advantage of third-party financed energy efficiency projects called utility energy service contracts (UESCs). Information is available through the GSA Energy Center of Expertise Library. Federal facilities should contact their account executive to determine the level of each utility's participation.
