Advanced Technology Planning for Energy Savings Performance Contracts

Legislation and the Department of Energy's (DOE) energy savings performance contracts (ESPCs) emphasize renewable energy and advanced efficiency technologies. FEMP assists Federal agencies in identifying and planning opportunities to deploy these technologies.

Project facilitators coordinate with a Federal financing specialist (FFS) and the laboratory core team to provide technical assistance at no cost prior to the start of an ESPC project. The objective is to identify the economic feasibility of renewable energy and energy efficiency technologies that can be considered as energy conservation measures (ECMs) in an ESPC.

An FFS works with the Federal agency to provide the laboratory core team with specific site and energy data. The renewable energy screening toolMicrosoft Word used to collect data for ESPC planning is available. The Technology Deployment MatrixMicrosoft Excel used for energy efficiency screening is also available. The laboratory core team uses the provided data to screen for the economic feasibility of renewable energy and energy efficiency ECMs at the agency site.

The laboratory core team commits to turning around screening results within two weeks of receiving site data. An FFS reports the results to the agency in advance of the kickoff meeting for review and consideration.
