Energy Savings Performance Contract Case Studies

Many energy-saving projects have been made possible by the use of energy savings performance contracts (ESPCs). The case studies in this section provide details on some of those successful projects.

• Bureau of Land Management (BLM) ESPC across Six States: BLM initiated lighting, HVAC, and other upgrades at remote facilities across six states as part of this successful ESPC.

• Dyess Air Force Base Water Conservation and Green Energy: Dyess Air Force Base leveraged an ESPC to implement water conservation and wind energy projects.

• Food and Drug Administration (FDA) White Oak Campus Environmental Stewardship and Cost Savings: The FDA White Oak Campus in Silver Spring, Maryland, receives power from a central utility plant constructed using an ESPC.

• Harold Washington Social Security Administration (SSA) Center Water Conservation and Green Energy: SSA installed numerous energy conservation measures at its Harold Washington Center in Chicago, Illinois, using an ESPC.

• Food and Drug Administration (FDA) Construction Project Serves as a Super ESPC Model (Video Case Study): FDA initiated an energy-saving construction project at the site of its headquarters in White Oak, Maryland.

• Marine Corps Base Camp Pendleton: Camp Pendleton made comprehensive energy conservation efforts to cut energy consumption by 44% using an ESPC.

• U.S. Naval Station, Guantanamo Bay, Cuba: The Navy constructed a $12 million wind turbine project at Guantanamo Bay, Cuba, using an ESPC.

• Department of Veterans Affairs (VA) Medical Center, San Francisco, California: VA saves almost 3 million kilowatt-hours of electricity and more than 70,000 therms of natural gas each year through energy conservation measures funded through an ESPC.

• National Aeronautical and Space Administration (NASA) Johnson Space Flight Center: NASA streamlined funding for energy and water efficiency measures by leveraging an ESPC.

• National Park Service (NPS) Statue of Liberty National Monument: NPS improved the Statue of Liberty National Monument's infrastructure with energy-efficient lighting, variable-speed drives, and energy management controls through an ESPC.

• VA Health Care System West Haven, Connecticut: The West Haven (Connecticut) Campus of the VA Connecticut Health Care System was the first VA hospital to award a shared energy savings (SES) contract (now known as ESPCs)

• Hill Air Force Base: Hill Air Force Base leveraged an ESPC to upgrade energy systems in 940 buildings over an 18-year period.

• U.S. Coast Guard Kodiak Island, Alaska: The Coast Guard is saving more than $220,000 in annual energy costs at their facility at Kodiak Island, Alaska, thanks to an ESPC project.

• Department of Energy (DOE) Pantex Plant: The DOE Pantex Plant in Amarillo, Texas, saved energy and water through energy conservation measures, and installed solar technologies, through an ESPC.

• Department of the Interior (DOI) Bureau of Indian Affairs (BIA) Sherman Indian School: BIA reduced energy costs, replaced inefficient lighting and aging building equipment, and installed renewable energy systems with an ESPC.

• U.S. Postal Service (USPS) General Mail Facility, San Diego, California: USPS was the first Federal agency to award a shared energy savings (SES) contract (now known as ESPCs) for a lighting retrofit at the USPS General Mail Facility in San Diego, California.
