Sample Documents for On-Site Renewable Power Purchase Agreements

FEMP works with Federal agencies and partners to assemble sample documents from past on-site renewable power purchase agreement (PPA) projects. The intent of these documents is to provide sample resources to help streamline the PPA process for Federal agencies.

Requests for Proposal and Contracts

Sample documents are available for the following requests for proposal:

• Photovoltaics at the Department of Energy's (DOE) Princeton Plasma Physics Laboratory: PPA request for proposal issued by DLA Energy on behalf of Princeton Plasma Physics Laboratory.

• National Renewable Energy Laboratory (NREL) Photovoltaics Opportunity Announcement: Opportunity announcement issued for the NREL Mesa Top photovoltaics (PV) power purchase agreement.

• General Services Administration Photovoltaics Project in Sacramento, California: Request for proposal issued for the General Services Administration PV PPA project.

• U.S. Air Force Photovoltaics Project at Nellis Air Force Base, Nevada: Request for proposal issued for the Nellis Air Force Base PV PPA. Document is located in the middle section under Solicitation 1.

• Photovoltaics at the Environmental Protection Agency (EPA) Edison Laboratory: Request for proposal issued by DLA Energy on behalf of the EPA Division of Environmental Science and Assessment Laboratory Branch located in Edison, New Jersey.

Land Use Agreements

Sample documents are available for the following land use agreements:

• Photovoltaics at DOE's National Renewable Energy Laboratory License: License document issued for the National Renewable Energy Laboratory Science and Technology Facility (STF) roof-top PV power purchase agreement.

• U.S. Army Fort Carson Photovoltaics Project Lease: Project lease issued for the Fort Carson PV PPA.

• U.S. Air Force Nellis Air Force Base Photovoltaics Project Ground Lease: Ground lease issued for the Nellis Air Force Base PV PPA. Document is located under Amendment 2.

• National Aeronautics and Space Administration (NASA) Enhanced Use Lease: Enhanced use lease with Florida Power and Light (FP&L) for a 10 megawatt FP&L-owned PV array and a 950 kilowatt NASA-owned PV array.
