UESCs Publications

FEMP provides several publications related to utility energy service contracts. These publications range from case studies detailing how agencies accomplished their energy-saving projects to guidance on choosing financing options. Many of these publications can be ordered online.

  • Choosing a Financing Vehicle for Federal Energy-Efficiency Projects (MS Word 145 KB)—Guidance to help Federal facility personnel consider their options for financing their energy and water efficiency projects.
  • FEMP Performance Assurance Recommendations (MS Word 43 KB)—FEMP recommends that any Federal facility implementing a UESC develop, in partnership with the utility provider, a Performance Assurance Plan that is appropriate for the specific energy and water efficiency and renewable systems equipment to be installed. The FEMP Performance Assurance Recommendations are intended as guidance for Federal agencies implementing UESCs and do not take the place of agency specific requirements.
