Project Facilitation

Taking advantage of FEMP's expertise with Super ESPCs can help you avoid obstacles and expedite your project. A FEMP project facilitator can guide you through the entire process of developing, awarding, and verifying savings from your Super ESPC project.

Kickoff to Award in Six Months

Agencies just beginning their Super ESPC projects can benefit from FEMP experience with more than 70 projects completed or under way. FEMP staff apply lessons learned to improve and quicken the process. When agency staff are focused and motivated, projects can proceed from kickoff meeting to award in less than six months.

Project Facilitators

The project facilitator:

  • Is the agency's experienced, unbiased advisor
  • Provides consultation on
    • contractual and financial issues
    • technology and engineering issues
    • measurement and verification
  • Reviews price and technical proposals
  • Drafts the agency's delivery order request for proposal
  • Provides other services as requested.

At no cost to your Federal agency, FEMP offers project facilitator assistance starting from kickoff meeting through the review of an ESCO's initial proposal. Any additional project facilitator support is on a reimbursable basis (labor costs + travel) executed through an Interagency Agreement between a Federal agency and the DOE Golden Field Office. If several projects are envisioned, a blanket agreement (MS Word 42 KB) (WordPerfect 35 KB) with multiple work orders (MS Word 28 KB) (WordPerfect 12 KB) are appropriate. If only one project is planned, a stand-alone Super ESPC Interagency Agreement (MS Word 38 KB) (WordPerfect 31 KB) is needed.

The individual work orders or the stand-alone interagency agreement reference a statement of work (SOW) specifying FEMP project facilitator support provided to the agency. A typical contractor-identified SOW (Excel 28 KB) is offered as an example.

Before assigning a project facilitator, the FEMP representative in your regional office will help you with the following:

  • Determine whether a Super ESPC project is feasible at your site, considering in-house procurement vehicles
  • Explain performance contracting to site staff and management
  • Form an agency acquisition team
  • Determine agency project decision maker
  • Partner with an energy service company
