Advanced Metering

Secondly, there will be 180 days for the federal government to prepare draft guidance. Then, the federal agencies have 180 days to prepare their plans and deliver them to DOE.

This chart shows the process for developing federal advanced metering guidance should the 2003 Comprehensive Energy Legislation pass.

The 2003 comprehensive energy bill contains a provision that mandates advanced metering at federal buildings by 2010. Whether or not the legislation passes, FEMP is committed to develop federal guidance for the deployment of advanced metering at federal sites.

Beyond simply measuring electrical, gas, steam, and water consumption, metering provides an essential analytical tool for allocating cost and for energy management. Advanced metering provides energy managers with the information they need to save energy and money as part of an effective O&M practice. Advanced metering also helps agencies identify energy savings opportunities, comply with energy reduction mandates, verify savings, and allows for participation in utility demand reduction programs.

Advanced Metering for the Federal Sector Workshop

Federal energy managers, metering technology representatives, utilities, ESCOs, federal laboratory personnel, and other interested parties from across the country attended the Advanced Metering for the Federal Sector Workshop held September 25, 2003 in Golden, Colorado. They discussed the following:

  • Significance of the metering provisions contained in the 2003 comprehensive energy policy bill,
  • Draft metering guidance for the federal sector,
  • Opportunities for alternative financing of advanced metering.
