Greenhouse Gas Mitigation Planning for Vehicles and Mobile Equipment

Fleets, non-fleet vehicles, aircraft, ships, and mobile equipment contribute to a large percentage of the Federal government's comprehensive Scope 1 and 2 greenhouse gas (GHG) emissions inventory.

The majority of these emissions result from the operation of tactical vehicles excluded from agency reduction targets. Depending on the agency or specific site, mobile sources may comprise a significant portion of an entity's emission profile.

Additionally, fleet vehicles are subject to a variety of regulations aimed at reducing petroleum consumption and encouraging alternative fuel use to achieve the overarching goal to reduce GHG emissions. Fleet-related provisions of Executive Order (E.O.) 13514 establish GHG goals and requirements associated with planning, accounting, and reporting emissions reductions from Scope 1 mobile emissions sources, including: fleet vehicles, equipment, non-road vehicles, vessels, and aircraft. The Federal Fleet program assists agencies in meeting Federal GHG reduction requirements through petroleum reduction. The program's three driving principles of petroleum reduction for fleets include:

• Reduce vehicle miles traveled
• Increase fuel efficiency
• Use alternative fuels.
