Energy-Efficiency Funds and Demand Response Programs, Hawaii

Updated July 2007

What public-purpose-funded energy efficiency programs are available in my state?

Hawaii has no public-purpose-funded energy efficiency programs.

What utility energy efficiency programs are available to me?

Hawaiian Electric Company (HECO) offers rebates through their Energy$olutions program for energy-efficient equipment, including lighting, motors, packaged A/C systems, chillers, and custom measures. The program also provides funding for feasibility studies and design assistance for new construction, renovation, or replacement projects.

HECO also offers free water heating assessment services, which provide a comprehensive analysis of the facility's water heating system in order to assess the opportunity for converting to a heat pump water heating system (for non-military federal customers only).

The Gas Company offers the Commercial Switch-to-Gas Program, which provides rebates for converting non-gas equipment to efficient gas equipment.

What load management/demand response options are available to me?

HECO offers its Enhanced Monitoring Services program, through which it installs a digital energy meter with storage and downloading capabilities that can provide a profile of a facility's electrical usage throughout the day. This real-time information can be used to evaluate current operations and facilitate load management activities. EMS is free to HECO's commercial customers.

HECO also offers a direct load control program, called Energy Scout. Customers that allow HECO to control their load through either curtailing equipment operation or starting back-up generators are remunerated $5/kW each month they participate, in addition to receiving $0.25/kWh for any actual events HECO initiates. HECO provides a free evaluation to help assess whether participation is desirable.

What distributed energy resource options are available to me?

The Database of State Incentives for Renewable Energy (DSIRE) provides information on programs that offer incentives for renewable distributed generation. The following program may be of interest to federal customers:

As part of its Energy $olutions programs, Hawaiian Electric Company and its subsidiaries (Maui Electric Company and Hawaii Electric Light Company) provide one-time rebates to qualifying customers who install solar water heaters. Payment is $125/kW plus 5 cents per estimated annual kWh saved for retrofit installations, 6 cents for new construction.

Are there energy efficiency programs sponsored by the state government?

No state energy efficiency programs are currently available to federal customers.

What additional opportunities are available to me?

Federal customers also have energy efficiency opportunities available with utilities that have area-wide contracts with GSA and, by extension, all other federal agencies. Federal facilities should contact their account executive to determine the level of participation by their local utility.
