Federal Utility Partnership Working Group

The Federal Utility Partnership Working Group (FUPWG), initiated in 1994, establishes partnerships and facilitates communications among Federal agencies, utilities, and energy service companies. Together FUPWG partners develop strategies to help implement cost-effective energy efficiency, water conservation, and renewable projects. Our common interest is to reduce the cost of government through utility energy service contracts (UESCs) and incentive programs at Federal sites. The working group's aim is to:

  • Enhance existing or foster new partnerships between Federal agencies and their servicing utilities to help meet mandated energy savings goals set forth in the Energy Policy Act of 2005 and Executive Order 13423.
  • Develop guidance materials that help to educate partners on the UESC process and other related issues facing utilities and Federal agencies.
  • Act as a conduit for utilities and Federal agencies so that ideas can be shared and successes can be replicated.
  • Prepare agencies for upcoming changes in the utility industry and provide information regarding recent technological developments in the areas of energy efficiency and water conservation.
