What public-purpose-funded energy efficiency programs are available in my state?
In 2003, the New Mexico state legislature repealed a 1999 act implementing electric industry restructuring, including the collection of a systems benefit charge. Consequently, New Mexico has no public purpose-funded energy efficiency programs. However, in April 2005, Governor Richardson signed the "Efficient Use of Energy" Act, which directs Nevada's utilities to fund energy efficiency programs through a utility bill surcharge capped at 1.5% of customers' bills.
What utility energy efficiency programs are available to me?
No utility energy efficiency programs are currently available to federal customers. However, New Mexico's utilities are in the process of designing new energy efficiency programs. Interested federal agencies should ask their utility account representatives about planned offerings in the coming months.
What load management/demand response options are available to me?
No load management/demand response options are currently available to federal customers.
What distributed energy resource options are available to me?
The Database of State Incentives for Renewable Energy (DSIRE) website provides information on programs that offer incentives for renewable distributed generation. Federal customers may be interested in the following program:
Public Service of New Mexico (PNM) is offering a new Customer Solar PV Program, which pays $0.13 per kWh for energy produced by photovoltaic systems 10 kW or smaller. The incentives are structured in exchange for the system's renewable energy certificates (RECs), and are additional to net metering benefits.
Are there energy efficiency programs sponsored by the state government?
No state energy efficiency programs are currently available to federal customers. For information on future opportunities, contact the Energy Conservation and Management Division of the New Mexico Energy, Minerals and Natural Resources Department.
What additional opportunities are available to me?
Federal customers whose utilities have area-wide contracts with GSA (e.g., Continental Divide Electric Co-op, Jemez Mountains Electric Coop, Navajo Tribal Authority, El Paso Electric, Public Service Co. of New Mexico) and, by extension, all other federal agencies, may take advantage of additional energy efficiency opportunities. Federal facilities should contact their account executive to determine the level of participation by their local utility.
