FY 2008 Call for Technology Transfer Projects

The U.S. Department of Energy (DOE), Office of Energy Efficiency and Renewable Energy, Federal Energy Management Program (FEMP) provides technical assistance to help Department of Energy and other Federal agencies meet energy efficiency and renewable energy goals set by Energy Policy Act of 2005 (H.R. 6), (EPAct 2005), Executive Order 13423, dated January 24, 2007, "Efficient Energy Management," Presidential Directive on "Strengthening Federal Environmental, Energy and Transportation Management at Federal Facilities," National Energy Policy Report, and the Secretarial TEAM Initiative for Department of Energy facilities, dated June 6, 2007.

FEMP is interested in supporting the Department of Energy and other Federal agency emerging and innovative technology projects in need of technical assistance, demonstration, and alternative financing recommendations in the following areas:

FEMP would like to work with agency energy champions willing to demonstrate Federal leadership in implementation of E.O. 13423.

FEMP provides technical assistance and technology demonstration to help agencies resolve technical obstacles to project implementation via alternative financing. FEMP does not provide routine engineering assistance, but instead focuses on projects that transfer an emerging technology, innovative application, or non-standard implementation strategy. FEMP also focuses on renewable projects that have potential for significant deployment opportunities.

Technical assistance will be provided by the DOE contractors and National Laboratories. If you are interested in requesting technical assistance from FEMP, please complete and submit the application on-line by close of business on May 30, 2008. Applications received after May 30 will not be accepted. You can also download (MS Word 180 KB) the application and submit electronically.

All applicants will be notified of whether they have been approved for receiving technical assistance by September 30, 2008. Please pass this information to appropriate personnel within your office.

Technology Demonstrations

Through technology demonstrations and technical information materials, FEMP helps introduce new energy-efficient and renewable energy technologies into the Federal sector and beyond. These technologies can help agencies not only save energy and money, but also reduce pollution.

FEMP supports a limited number of technology demonstrations to provide independent performance data to Federal decision-makers and support timely Federal adoption of energy saving and environmentally beneficial technologies. A demonstration brings together a Federal host site, a technology manufacturer, a trade association, a local utility, and a contractor or national laboratory.

In these jointly funded, collaborative ventures, the Federal site provides on-site support for the technology evaluation, with the goal of reducing energy and operations and maintenance costs. The manufacturer donates equipment for evaluation, with the goal of establishing a Federal track record and improving technologies based on performance analysis. The local utility validates technology contributions and helps its Federal customer offset increasing capacity requirements. Trade associations disseminate results in order to promote new technologies, emphasize technology transfer, and communicate technology benefits to a wide audience. Finally, FEMP and its contractor and national laboratory experts provide technical staff to perform the analyses and prepare technical reports on the demonstrations.
