Federal Energy Management Program

Federal Requirements

The Energy Policy Act of 1992 (EPAct) requires that Federal agencies establish and maintain a program to ensure that "facility energy managers are trained energy managers." According to EPAct, a trained energy manager must have demonstrated proficiency or completed a course in each of the following areas:

• Basics of building energy systems
• Building energy codes and applicable professional standards
• Energy accounting and analysis
• Life-cycle cost methodology
• Fuel supply and pricing
• Instrumentation for energy surveys and audits

Guidance issued in October 1993 by the Interagency Energy Management Task Force's Training Working Group defined the proficiency needed by energy managers. FEMP's training courses assist agencies in meeting the EPAct requirements, and provide agencies with the information needed to meet energy efficiency, renewable energy, and water conservation goals.
