Twenty-First Century Citizenship is being led by deputy area directors like John Van de Vaarst of the Beltsville Agricultural Research Center who, by increasing the efficiency of boiler plant operations, scheduling smart energy purchases, alternating between natural gas and fuel oil, and negotiating a favorable long-term contract for natural gas, is helping the U.S. Department of Agriculture save as much as $1 million annually in fuel costs.
