Twenty-First Century Citizenship is being advanced by federal workers like Ronald Warren, Jerry Britton, and Tom Henry who, by designing the West Coast/Alaska Tsunami Warning Center as a high performance, low-energy facility, achieved the first Leadership in Energy and Environmental Design (LEED™)-certified building for the Department of Commerce, the National Oceanic and Atmospheric Administration, the National Weather Service, and the State of Alaska.
