Fonseca of the National Centers for Coastal Ocean Science who - by implementing employee awareness and building retrofit programs; replacing traditional lights with new energy efficient lighting; and reducing lighted areas while keeping safety and security in place - have significantly lowered fossil-fuel demand and related electricity costs at NOAA's Beaufort campus and increased energy security for the nation.
