Publications

The following publications are available to assist in the procurement of energy-efficient products:

Energy-Efficient Products Overview

The following publications provide additional information on energy-efficient product requirements, performance specifications, and purchasing guidelines.

  • Buying Energy Efficient Products Fact Sheet: Outlines requirements set forth by the Energy Policy Act of 2005 and Executive Order 13423 for agencies to purchase energy-efficient products. (PDF 233 KB)

  • ENERGY STAR-qualified and FEMP-designated Products: Lists ENERGY STAR-qualified and FEMP-designated product categories to help Federal purchasers identify types of highly-efficient products. (PDF 98 KB)

Energy-Efficient Product Procurement

The publications below cover the procurement of energy-efficient products in the Federal sector, published by members of the FEMP procurement team:

  • Morehouse, T., D. Mauritz, and J. Shugars. "A Public Work in Progress: Incorporating Energy Efficiency into Guide Specifications for New Federal Construction." Proceedings of the 2002 ACEEE Summer Study on Energy-Efficient Buildings. Asilomar, CA. August 2002. (PDF 22 KB)

  • Harris, J. and F. Johnson. "Potential Energy, Cost, and CO2 Savings from Energy Efficient Government Purchasing." Proceedings of the 2000 ACEEE Summer Study on Energy-Efficient Buildings. Asilomar, CA. August 2002. (PDF 1.9 MB)

  • Ware, M. "Establishing an Energy Efficiency Recommendation for Commercial Boilers." Proceedings of the 2000 ACEEE Summer Study on Energy-Efficient Buildings. Asilomar, CA. August 2002. (PDF 1.2 MB)

Applications and Software Tools

  • Unitary Air Conditioner Cost Estimator: Determines cost-effectiveness of an air conditioner (new installation or replacement) project.

  • Motormaster+: Web version of the MotorMaster Software, helps determine cost-effectiveness of motor replacement projects.

  • Building Life-Cycle Cost (BLCC) Software: Analyzes the cost-effectiveness of Federal energy and water conservation projects funded by agencies or financed through energy savings performance contracts (ESPCs) or utility energy services contracts (UESCs). Software calculates life-cycle costs, net savings, savings-to-investment ratio, internal rate of return, payback period, estimated emissions, and emission reductions.
