EERE Formula Grants
EERE manages formula grants for state and local government energy projects, including the Weatherization Assistance Program (WAP) and the State Energy Program (SEP). Funding formulas are set by federal statute. State energy offices may also have programs and opportunities of interest. Visit a state energy office.

How to Apply
EERE notifies state entities of funding through program guidance documents. When applying, it is strongly suggested that each applicant thoroughly read the funding document. This may save time and effort for both the applicant and EERE.
Applicants should prepare their application package, conforming to the requirements within each funding document, and submit the application materials through the Performance and Accountability for Grants in Energy (PAGE) system.
There are several one-time actions before submitting an application, and it is vital that applicants address these items as soon as possible. Some may take several weeks, and failure to complete them could interfere with an applicant's ability to apply, or to meet the negotiation deadlines and receive an award if the application is selected.
Negotiating with EERE
Once all required application documents are submitted through PAGE, EERE staff will review the documentation and will be in close communication with the grantee to negotiate and finalize the award. To ensure a timely award, it is important that the grantee be responsive during award negotiations.
