Registration Requirements for EERE Financial Opportunities

EERE has specific registration requirements before submitting an application for a financial opportunity. To be eligible to receive federal funding, all potential applicants must complete the following steps and ensure these registrations are current:

Dun and Bradstreet Data Universal Numbering System (DUNS)

Data Universal Numbering System (DUNS) Number is a unique nine-character identification number issued by Dun and Bradstreet (D&B). Organizations are required have a DUNS number before registering in the System for Award Management (SAM). Call 1-866-705-5711 to receive one free of charge.

System for Award Management (SAM)

System for Award Management (SAM) is the official U.S. federal government system that collects, validates, stores, and disseminates data in support of federal procurement functions.

Register with SAM. Designate an Electronic Business Point of Contact (EBiz POC) and obtain a MPIN password. SAM registrations must be updated annually.

FedConnect

FedConnect is where Federal agencies make awards via the Web. Register in FedConnect.

To create an organization account, your organization's SAM MPIN is required. For more information about the SAM MPIN or other registration requirements, review the FedConnect Ready, Set, Go! Guide.

Upon selection for award negotiations, recipients are required to do the following.

Recipients should start this process as soon as possible in order to expedite the execution of a funding agreement. Registration is typically only needed once. Obtain a DUNS number for each physical location of your business, including the plus-4 extension if applicable, online or by calling 1-866-705-571. Obtaining a DUNS number and registering with the CCR and FSRS could take several weeks.

Recipients are required to report to FSRS the names and total compensation of each of the prime recipient's five most highly compensated executives. Refer to the FSRS website for guidance on reporting requirements.

EERE may not execute a funding agreement with the recipients until it has obtained a DUNS number and completed its CCR and FSRS registrations. In addition, the recipients may not execute subcontracts until they obtain a DUNS number and complete their CCR registration.

Recipients are required to keep their CCR and FSRS data current throughout the duration of the project.

To receive notification that an award has been executed by the EERE Contracting Officer and to obtain a copy of executed award documents, applicants are required to register in FedConnect. FedConnect is a portal used by the Department of Energy and has detailed registration instructions.
