The Department of Energy (DOE) has established Clean Energy Application Centers (RACs) to promote and assist in transforming the market for clean heat and power throughout the U.S. The DOE Clean Energy RACs offer local, individualized solutions to customers on specific projects, provide end-user education and outreach, and lead initiatives to educate state policymakers and regulators.
The core mission of the DOE Clean Energy RACs is to:

Support CHP project development by producing project feasibility studies, analyzing permitting issues, and assessing applicable tariffs/rates through technical and financial analyses

Promote CHP as an effective clean energy policy solution to state policymakers and regulators and to educate this audience on barriers that prevent widespread adoption of CHP

Inform prospective CHP users, including targeted market sector representatives, on resources and incentives available to help facilitate CHP project viability through websites, workshops, and training.
There are eight DOE Clean Energy RACs, which serve the Gulf Coast, Intermountain, Mid-Atlantic, Midwest, Northeast, Northwest, Pacific, and Southeast regions of the U.S.
DOE Clean Energy RAC Accomplishments to Date:
- Support for over 350 projects representing 1.3 Giga Watts (GWs) of CHP installed or in development
- Over 120 end-user focused workshops
- Targeted end-use sectors include municipal, healthcare, and federal facilities; manufacturing, commercial buildings, multi-family housing, agriculture, waste water treatment plants, waste heat to power, methane recovery to power at livestock operations, and state Energy Assurance departments
- Over 9,000 attendees educated on the benefits of CHP for their specific applications
- 7.7 million tons of CO2 avoided, the equivalent of:
- 1.9 million acres of trees planted, and
- 1.2 million cars removed from the road.

The DOE Clean Energy RACs are led by collaborative partnership among universities, research centers, and non-profit organizations. By virtue of their local and regional focus, the DOE Clean Energy RACs address a wide range of issues, which vary by state and region. The DOE Clean Energy RACs are thus able to respond to their customers' individual needs with specific knowledge on the most relevant issues for local CHP project development.
