Denmark
In June 2007, the Danish Risø National Laboratory and the U.S. Department of Energy's (DOE) National Renewable Energy Laboratory (NREL) signed a Memorandum of Understanding (MOU) on collaboration in wind energy research and a broad range of as yet unnamed areas in energy efficiency and renewable energy. The United States hopes to replicate Denmark's already-high wind energy market penetration and success in grid integration. See the full text of the MOU (PDF 2.6 MB).

Portugal
On May 27, 2008, Secretary of Energy Samuel Bodman and Portuguese Economy Minister Manuel Pinho signed a Memorandum of Understanding (MOU) that establishes a framework for collaboration on the policy, scientific, and technical aspects of wave energy generation. The MOU outlines specific areas of cooperation in wave energy technologies, including the exchange of technical personnel; evaluations of demonstration projects; and environmental testing and modeling. DOE also invited representatives of the Portuguese government to visit DOE's National Renewable Energy Laboratory to explore further opportunities for cooperation in renewable energy and energy efficiency technologies. Spain
In October 2007, the DOE signed a Memorandum of Understanding with the Ministry of Housing of the Kingdom of Spain on collaboration in organizing a Solar Decathlon in Europe. Sweden
In June 2007, the governments of Sweden and the United States signed an Implementing Arrangement on "Cooperation on Research and Development, New Technologies, New Products, New Services, and Enhanced Resource Base for Renewable Energy." A bilateral U.S.-Sweden working group has been established to guide implementation of this arrangement. DOE, the Swedish government and Volvo/Mack Truck are cooperating on a bilateral agreement to develop trucks that can run efficiently on biofuels as well as conventional fuels. The agreement encompasses engine, hybrid system and overall powertrain system development. See the full text of the agreement (PDF 147 KB).
