Boiler MACT Technical Assistance Program

On December 20, 2012, the U.S. Environmental Protection Agency (EPA) finalized the Clean Air Act pollution standards, National Emissions Standards for Hazardous Air Pollutants for Major Sources: Industrial, Commercial, and Institutional Boilers and Process Heaters (known as ICI Boiler MACT). This standard applies to large boilers in a wide range of facilities and institutions. DOE will offer technical assistance to ensure that major sources burning coal or oil have information on cost-effective clean energy strategies for compliance, such as natural gas combined heat and power (CHP), and to promote cleaner, more efficient boilers to cut harmful pollution and reduce operational costs. This technical assistance effort is in accordance with the August 2012 Executive Order on accelerating investment in industrial energy efficiency, including CHP.

DOE's CHP Technical Assistance Partnerships (CHP TAPs) will offer this technical assistance, in addition to their regular services, to the more than 550 major source facilities impacted by the Boiler MACT regulation. The CHP TAPs will offer site visits to discuss strategies, as well as provide information on potential funding and financing opportunities to assist with CHP, boiler tune-ups and/or energy assessments.

DOE Pilot Boiler MACT Technical Assistance in Ohio

Boiler owners and operators can learn about clean energy strategies to meet EPA boiler rules through DOE's Boiler MACT Technical Assistance Program, which has been piloted in Ohio since March 2012. This pilot effort is a partnership with the Public Utilities Commission of Ohio (PUCO) and is focused on removing educational and regulatory barriers to CHP development in Ohio and across the nation. As part of this partnership, the PUCO has initiated several dockets, workshops and training opportunities.
