Net Metering
Under new state rules, which apply to all investor-owned electric utilities and cooperative utilities, net metering will be available to customers who generate electricity using solar, wind, hydroelectric, geothermal, biomass, biogas, combined heat and power (CHP), or fuel cell technologies. Separate net metering programs previously developed by two utilities- Arizona Public Service and Tucson Electric Power- will remain in effect until the new tariffs are approved, pending approval from the ACC.

Commercial/Industrial Solar Energy Tax Credit Program
The State of Arizona offers tax incentives to businesses that install solar energy devices within the state. The tax credit is equal to 10% of the solar energy device's installment cost with a maximum tax incentive of $25,000 per building and $50,000 total per business per tax year. Tax credits are issued on a first come, first served basis. The tax credit program expires on December 31, 2012.

Energy Savings Performance Contracting
The Energy Office provides technical programmatic assistance to facilitate energy-efficiency programs for commercial customers. The customer and utility will form an agreement to lay out the costs for implementing energy-efficiency improvements at the business. The utility pays the up-front equipment costs and the customer repays the utility from energy savings over the life of the contract.

Solar Fee Credit Incentive
The Solar Fee Credit Incentive will credit (or waive) a portion or all permit fees on a new building or when retrofitting existing buildings with a qualifying solar energy system. The program will credit the amount paid by an applicant for a building permit up to a maximum of $1,000 for the installation of a qualifying solar energy system or the actual amount of the permit fee, whichever is less.

Waived Fee for Solar Installation
In September 2005, the City of Tucson passed Resolution No. 20193 which provides a permit fee rebate of up to $1,000 to residents and business owners that install solar paneling on their homes or commercial office space. A qualifying system must displace at least 1,500 kilowatt hours annually. The program went into effect in January 2006 and was scheduled for review on December 31, 2008.

Combined Heat and Power Program
Funding for combined heat and power (CHP) systems is available according to the efficiency of the installed system. CHP technologies must achieve a total fuel efficiency of 60-70% or higher. This efficiency must be demonstrated during standard operations that will vary according to the type of facility the CHP is utilized in. Rebate levels range from $400 to $500 per kW up to a maximum of 50% of the installed cost of any project.

A tax deduction of up to $1.80 per square foot is available to owners or designers of new or existing commercial buildings that save at least 50% of the heating and cooling energy of a building that meets ASHRAE Standard 90.1-2001. On-Site Renewable Tax Incentive
Businesses are eligible for tax credits for qualified solar water heating and photovoltaic systems, and for certain solar lighting systems. Qualifying equipment will either use solar energy to generate electricity, to heat/cool or provide hot water to a structure, or will use solar energy to illuminate the inside of a building by means of fiber-optic distributed sunlight (tube systems and passive solar are not eligible). The credits are available for systems placed in service between January 1, 2006 and December 31, 2016.

Renewable Energy Generation Tax Credit
Non-residential managers can receive a 10-year tax credit if they help create renewable energy from one of the following sources: wind, closed loop biomass, open loop biomass, geothermal, solar, small irrigation power, municipal solid waste, and refined coal.

Small Ethanol Producer Tax Credit
A small ethanol producer that is registered with the Internal Revenue Service may be eligible for a tax incentive in the amount of $0.10 per gallon of ethanol that is: sold and used by the purchaser in the purchaser's trade or business to produce an ethanol fuel mixture; sold and used by the purchaser as a fuel in a trade or business; sold at retail for use as a motor vehicle fuel; used by the producer in a trade or business to produce an ethanol fuel mixture; or used by the producer as a fuel in a trade or business. A small producer is one that has, at all times during the tax year, not more than 60 million gallons of productive capacity of any type of alcohol. The incentive applies only to the first 15 million gallons of ethanol produced in a tax year and is allowed as a credit against the producer's income tax liability. Under current law, this incentive expires December 31, 2010.

Rural Energy for America Program Guaranteed Loan Program (REAP LOAN)

Oklahoma Green Grant
The U.S. Department of Labor has awarded Oklahoma a $6 million green-job grant to train workers in emerging industries such as energy efficiency and renewable energy. The goal is to train 4,700 workers in two years for jobs that pay above the state's per capita income.

Payments for Specified Energy Property in Lieu of Tax Credits
ARRA authorizes the Department of the Treasury to make payments to eligible persons that either place in service particular types of energy property in 2009 or 2010, or, under certain circumstances, begin construction on such property in 2009 or 2010. These payments are generally equal to 10 or 30 percent of the eligible cost basis of the property, depending on the type of property. Those that apply for these payments must forego tax credits that they could otherwise receive under sections 45 and 48 of the Internal Revenue Code. The types of energy property that are eligible for these payments include, among others, various renewable energy generation facilities, microturbines, and fuel cells.

Production Tax Credit (PTC)
Through the 2009 American Recovery and Reinvestment Act, Congress acted to provide a three-year extension of the PTC through December 31, 2012. Additionally, wind project developers can choose to receive a 30% investment tax credit (ITC) in place of the PTC for facilities placed in service in 2009 and 2010, and also for facilities placed in service before 2013 if construction begins before the end of 2010. The ITC then qualifies to be converted to a grant from the Department of Treasury. The Treasury Department must pay the grant within 60 days of an application being submitted.
