Economic Development/Business Retention Incentive Rate
Anaheim Public Utilities offers competitive electric rates for qualifying efficiency-minded businesses with plans to grow in the utility's service area. The utility offers a monthly credit of 15% to start off of the GS-2 rate for larger qualifying commercial/industrial customers with a demand of more than 200 kilowatts and load factor of more than 60%.

Efficient Exit Sign Program
Anaheim Public Utilities provides an on-site evaluation of a business customer's existing exit lighting signs, including a retrofit evaluation, estimated installation cost, and estimated incentive amount. Heat Pump Incentives
Anaheim Public Utilities offers a heat pump rebate for businesses; the rebate is based on heat pump size and efficiency rating. The maximum rebate amount per project is $50,000.

Lighting Incentives
Anaheim Public Utilities provides financial rebate incentives to customers who switch from standard T12 fluorescent lamps to T8 fluorescent lamps with electronic ballasts. Incentives are $0.075/kilowatt hour of reduced lighting energy use or $200/kilowatt of reduced on-peak demand, whichever is greater. The utility will also provide a free onsite lighting audit including an analysis of your existing lighting system, proposed lighting-efficiency upgrades, an energy cost evaluation, estimated installation cost, incentive amount and more.

Low-Interest Energy Efficiency Loan
Anaheim Public Utilities offers low-cost financing for energy efficiency measures through the State Assistance Fund for Enterprise, Business, and Industrial Development Corporation (SAFE-BIDCO). Under this program, Anaheim customers can obtain low-interest loans with no application fees or points. In addition, Anaheim Public Utilities will provide, at no cost to the customer, a comprehensive energy audit and analysis as required by SAFE-BIDCO to identify and verify energy uses and needs, as well as evaluate the feasibility of potential measures to improve efficiency.

New Construction Incentives
Anaheim Public Utilities experts can help when building or renovating a commercial, industrial or institutional facilities to ensure that it is an energy efficient facility that meets or exceeds California Title 24 standards. Total rebates can be up to $50,000 per measure and $200,000 per facility.

Net Metering Policy
An Eligible Customer-Generator is a residential, small commercial, commercial, industrial or agricultural customer who uses a solar, wind, biogas, or fuel cell electrical generating facility, or a hybrid system of both, with a capacity of no more than 1,000 kilowatts, that is located on the Customer-Generator’s premises, is interconnected and operates in parallel with Anza Electric Cooperative Inc.’s distribution facilities, and is intended primarily to offset part or all of the Customer-Generator’s own electrical requirements on the premises.

Commercial Photovoltaic Incentives
This program is designed to provide monetary incentives for the purchase and installation of photovoltaic (PV) or solar-powered systems, which are usually installed on the rooftops of homes and businesses. The level of incentive is $3.72 per watt, per electric account, with a maximum project size based on the maximum demand of the customer's account, not to exceed 50% of the project cost. Municipal projects will be evaluated individually for incentive levels.

Energy Conservation/Weatherization Rebates
This program provides monetary incentives for commercial electric customers to replace inefficient materials with products that will improve the energy efficiency of a facility and reduce energy use. Customers can receive rebates for a variety of energy saving efforts alone or together; these include: window/door replacement, attic insulation, exterior wall insulation, and lighting.

Energy Efficient Central Air Conditioning or Heat Pump Purchase Rebate
This program provides rebates for the purchase of a new central air conditioner and/or heat pump unit, replacing an existing air conditioning and/or heat pump, with an ENERGY STAR rated unit. Incentives are based on the energy efficiency and size of the unit (tonnage), range from $50.00 to $500.00 per ton.

This program is designed to provide monetary rebate incentives for new construction projects that exceed energy efficiency above California’s Title 24 standards pertaining to air conditioning equipment, lighting, and insulation. Berkeley FIRST Financing Initiative for Renewable and Solar Technology
Berkeley FIRST is a solar financing program operating in the City of Berkeley. It provides property owners an opportunity to borrow money from the city's Sustainable Energy Financing District to install solar photovoltaic electric systems and allow the cost to be repaid over a 20-year period through an annual special tax on a property tax bill. The tax will only be paid by Berkeley property owners that voluntarily participate in the Berkeley FIRST program.

Money for Energy Efficiency For Non-Residential and Mixed-Use Properties
The City of Berkeley is offering two cash incentive programs for non-residential or mixed-use properties. The programs are financed throughfederal stimulus funds awarded by the U.S. Department of Energy. These incentives are designed to substantially lower the cost of energy efficiency upgrades and improve occupant comfort.

Business Bucks Program
Burbank Water and Power (BWP) offers businesses an energy-saving program called Business Bucks. Business Bucks has two components. First, BWP will send a certified resource manager to eligible facilities interested in participating in the program. The resource manager will conduct a comprehensive energy and water survey, looking at lighting, air conditioning, refrigeration, motors, water heating, water use, and the building envelope. There is no cost to the business for this utility survey. The second component of Business Bucks is even more generous- businesses can select recommendations for installation and BWP's certified installers will conduct that work at the facility. BWP will pay up to $2,000 for recommended retrofits selected without any cost incurred by the business. Any cost above the $2,000 limit would be borne by the business.

Net Metering
California's net metering law, which took effect in 1996, requires all utilities, with one exception, to offer net metering to all customers for solar-and wind-energy systems up to 1 MW. In addition, investor-owned-utilities are required to offer net metering for biogas-electric systems and fuel cells.

Self-Generation Incentive Program (SGIP)
The PUC's SGIP is a statewide program developed to provide incentives for the installation of certain renewable and clean generation technologies. Systems may be up to 5 MW in size with rebate incentive funding available for the first 3 MW. Applicable generation technologies include microturbines, fuel cells, and wind turbines.

Energy Independence Program
The program allows property owners in Palm Desert to borrow money from the city for energy projects at a home or facility, and to repay those loans through increased property taxes.
The City of Palm Desert has announced the upcoming release of $6 million in new funding for the program. Half of the new funds will be dedicated to loans for energy efficiency improvements with the other half reserved for loans for solar projects.

The program encourages energy efficient building design and construction practices and promotes the efficient use of energy and water by offering up-front assistance supported by final measurement and verification of actual project performance on energy reduction. Solar Partnership Rebate Program

The Enhanced Automation Initiative (EAI) pays large commercial and institutional customers to improve the energy efficiency of existing building automation systems (BAS) or energy management systems (EMS). Ice Bear Thermal Energy Storage Program
Glendale Water & Power is pleased to offer this technology at no cost to building owners. The Ice Bear is a proven piece of equipment similar in size and appearance to your building’s existing heating, ventilation, and air conditioning (HVAC) system. When connected to your building HVAC system, it creates and stores ice at night and efficiently delivers that cooling the next day using the same duct work and fan your current HVAC system uses. The unit can be supplied free of charge to qualifying businesses.

The GWP Peak Hogs Program offers cash incentives to small business owners and small business property owners to replace inefficient air conditioning units with new ENERGY STAR® qualified units.

Smart Business AC Tune-up
GWP will commission certified contractors to test a customer's AC systems, after which GWP will help pay for an air conditioner tune-up by providing a free condenser coil cleaning, (a $45 value) and putting $65 toward a refrigerant charge or air flow correction if it is needed. If the AC is larger than 5 tons, GWP will help pay for the AC tune-up by providing a free condenser coil cleaning (an $80 value) and putting $120 toward a refrigerant charge or airflow correction if it is needed.

Solar Solutions Program
Funding for the Business Solar Solutions Program has been approved for systems smaller than 30 kilowatts(kW). There is no funding available for systems larger than 30kW.  For Fiscal Years 2011-2012 the new residential customer incentive rate will be $2.00/watt including the "Green" incentive. Also, any paid incentive cannot exceed $100,000 for any one customer per fiscal year.

Solar Electric Buydown Program
Hercules Municipal Utility’s Solar Electric Buydown Program is available to help offset the investment in a solar electric system. The incentive is based on the rated alternating current generating capacity of the solar system measured in watts. The rebate amount is $2.42/watt up to a maximum value of $10,000.

Commercial PV Solutions
Applications for the 2012 PV/Solar Solutions Program will be accepted effective January 6, 2012. Systems constructed in 2011 will not qualify for the 2012 program. Custom Solutions Program (CSP)

Retrocommissioning (RCx) is a type of commissioning, and is often referred to as commissioning an existing building. All LADWP non-residential electric customers in good standing are eligible to participate in this program as long as the building qualifies for one or more of the program’s 13 measures. The suggested minimum building size is 50,000 square feet, and facilities should be one of the recommended building types.

The City of Los Angeles offers a wide range of support mechanisms applicable to manufacturers that use secondary materials, including tax incentives, low-interest financing, business assistance, and a 35% electricity discount for up to 5 years. Commercial/Industrial Mechanical Equipment Retrofit Program
The Commercial/Industrial Retrofit Program is a turn-key mechanical equipment rebate program with a financial rebate menu for energy saving mechanical equipment retrofits. The menu includes generous rebates for the replacement of mechanical equipment with more energy efficient equipment including: refrigeration equipment, air conditioning equipment, chillers, motors and pumps. The program also provides rebates for variable frequency drives on pumps, motors, and fans. Rebates are also available for cooling load reduction measures to include duct sealing, cool roofs, window film, and programmable thermostats.

Customized Commercial/Industrial Retrofit Program
The Customized Commercial/Industrial Retrofit Program enables qualifying commercial and industrial customers to apply for financial incentives on more specialized and comprehensive energy-saving measures that do not fall under the Commercial Lighting Program or the Mechanical Equipment Retrofit Program. Applications for this program are evaluated and approved on an individual basis. Financial incentives for qualifying customer projects will be paid for annual kWh savings in a one-year period on approved projects.

eMeter Manager
The eMeter Manager is a tool provided by the district to customers that have a demand of 300kW or more and are equipped with an interval data recorder (IDR) meter. The IDR meter records energy usage and demand in 15-minute intervals and stores that data in its memory. Each night, the meter is polled through a phone line and the data is posted into eMeter Manager. Through this link, a customer can view a graph of usage history and can also download the interval data for analysis. This facilitates a more hands-on approach to energy management by providing customers with better and more timely information.

New Construction Program
Merced Irrigation District’s New Construction Program is available to businesses building new facilities in the Merced Irrigation District-Electric Services territory. Rebates are available for projects estimated to exceed a Title24 or standard practice baseline by at least 10% on a whole building performance basis. The maximum rebate is $150,000 per year per customer and will not exceed 60% of the project’s cost (equipment plus labor).

Solar Incentive Program
The Solar Incentive Program provides financial incentives to qualifying commercial/industrial customers to buy down installed solar generation projects and to help offset the commercial and industrial customer's investment in renewable/green energy generation. The rebate incentive is equal to the estimated performance of the installed solar system multiplied times $2.80/wattAC.The rebate incentive for commercial/industrial solar systems are capped at $70,000 (25kW). On a case by case basis projects that exceed the program cap may be considered.

Business Computing
MID has a program to help businesses save energy and money. Network PC power management software automatically reduces the energy consumption of networked PCs and monitors. Software must have a reporting feature that allows monitoring and validation of energy savings. The utility will then issue a rebate according to the energy saved.

The utility offers commercial/industrial customers a rebate on high-efficiency lighting upgrades. The rebate is contingent on an MID inspection prior to installation of new equipment.

Custom Rebate Program
Almost any project that involves the purchase replacement of existing equipment or systems with high-efficiency equipment may be eligible for the MPower Business: Custom Rebate Program. Projects are subject to review and acceptance by MID and must not qualify for other MPower Business Rebates (see MID web site for business rebate catalog). eligible projects must reduce electrical energy usage relative to the baseline, operate for a minimum of five years after installation, not begin installation prior to submitting an application, and be completed within one year of submitting the rebate application.

Demand Bidding Program (DBP)
DBP pays you an incentive to reduce your electric load when notified of a demand response event day by PG&E. This is a relatively low-risk demand response program that allows you to submit load reduction bids for a DBP event, which can be called on a day-ahead or day-of basis. For any event, you may elect to submit or not submit a bid. If you submit a bid, you can still choose to forgo reducing your electric load without penalty. The incentive rate is $0.50/kilowatt(kW) per hour for day-ahead events and $0.60/kW per hour for day-of events.

Peak Day Pricing (PDP)
PDP is a pricing plan that encourages customers to conserve energy when temperatures, market prices, capacity or grid reliability conditions exist, typically on hot summer afternoons. On this plan, participants will see additional charges during peak hours (weekdays from 2:00 p.m. - 6 p.m.) on a limited number of PDP Event Days throughout the year. In exchange, they will receive credits (varies by tariff) for usage throughout the summer. Customers who can reduce their load during these high cost periods, or shift load from higher cost to lower cost periods, may benefit on this plan.

Combined Heat and Power Program
Funding for combined heat and power (CHP) systems is available according to the efficiency of the installed system. CHP technologies must achieve a total fuel efficiency of 60-70% or higher. This efficiency must be demonstrated during standard operations that will vary according to the type of facility the CHP is utilized in. Rebate levels range from $400 to $500 per kW up to a maximum of 50% of the installed cost of any project.

On-Site Renewable Tax Incentive
Businesses are eligible for tax credits for qualified solar water heating and photovoltaic systems, and for certain solar lighting systems. Qualifying equipment will either use solar energy to generate electricity, to heat/cool or provide hot water to a structure, or will use solar energy to illuminate the inside of a building by means of fiber-optic distributed sunlight (tube systems and passive solar are not eligible). The credits are available for systems placed in service between January 1, 2006 and December 31, 2016.

A small ethanol producer that is registered with the Internal Revenue Service may be eligible for a tax incentive in the amount of $0.10 per gallon of ethanol that is: sold and used by the purchaser in the purchaser's trade or business to produce an ethanol fuel mixture; sold and used by the purchaser as a fuel in a trade or business; sold at retail for use as a motor vehicle fuel; used by the producer in a trade or business to produce an ethanol fuel mixture; or used by the producer as a fuel in a trade or business. A small producer is one that has, at all times during the tax year, not more than 60 million gallons of productive capacity of any type of alcohol. The incentive applies only to the first 15 million gallons of ethanol produced in a tax year and is allowed as a credit against the producer's income tax liability. Under current law, this incentive expires December 31, 2010.

Rural Energy for America Program Guaranteed Loan Program (REAP LOAN)
The REAP Guaranteed Loan Program encourages the commercial financing of renewable energy (bioenergy, geothermal, hydrogen, solar, wind and hydro power) and energy efficiency projects. Under the program, project developers will work with local lenders, who in turn can apply to USDA Rural Development for a loan guarantee up to 85% of the loan amount.

USDA Renewable Energy Systems and Energy Efficiency Improvements Program
This program provides grants and loans to small businesses in rural communities that are interested in making their buildings more energy efficient.

Boise State University Industrial Assessment Center (IAC)
The Boise State University IAC provides energy conservation and cost reduction assessments to small- and medium-sized manufacturers within about 150 miles of its campus, and educates energy managers on energy efficiency.

Loan Guarantee Program
DOE offers loans to projects that “avoid, reduce, or sequester air pollutants or anthropogenic emissions of greenhouse gases.” Loans are available for biomass, hydrogen, wind, solar, hydropower, advanced fossil energy coal, carbon, electricity delivery and reliability, alternative fuel vehicles, pollution control equipment, and industrial energy efficiency projects.

Oklahoma Green Grant
The U.S. Department of Labor has awarded Oklahoma a $6 million green-job grant to train workers in emerging industries such as energy efficiency and renewable energy. The goal is to train 4,700 workers in two years for jobs that pay above the state's per capita income.

U.S. Department of Energy State Energy Program
The State Energy Program (SEP) provides grants to states and directs funding to state energy offices from technology programs in DOE's Office of Energy Efficiency and Renewable Energy. States use grants to address their energy priorities and program funding to adopt emerging renewable energy and energy efficiency technologies.

American Reinvestment and Recovery Act Tax Credits and Grants
Tax credits and grants are available from select state energy offices to help promote renewable energy generation and/or energy efficiency.

Payments for Specified Energy Property in Lieu of Tax Credits
ARRA authorizes the Department of the Treasury to make payments to eligible persons that either place in service particular types of energy property in 2009 or 2010, or, under certain circumstances, begin construction on such property in 2009 or 2010. These payments are generally equal to 10 or 30 percent of the eligible cost basis of the property, depending on the type of property. Those that apply for these payments must forego tax credits that they could otherwise receive under sections 45 and 48 of the Internal Revenue Code. The types of energy property that are eligible for these payments include, among others, various renewable energy generation facilities, microturbines, and fuel cells.

Production Tax Credit (PTC)
Through the 2009 American Recovery and Reinvestment Act, Congress acted to provide a three-year extension of the PTC through December 31, 2012. Additionally, wind project developers can choose to receive a 30% investment tax credit (ITC) in place of the PTC for facilities placed in service in 2009 and 2010, and also for facilities placed in service before 2013 if construction begins before the end of 2010. The ITC then qualifies to be converted to a grant from the Department of Treasury. The Treasury Department must pay the grant within 60 days of an application being submitted.

Tax Deductions for Commercial Buildings
A tax deduction of up to $1.80 per square foot is available to owners or designers of new or existing commercial buildings that save at least 50% of the heating and cooling energy of a building that meets ASHRAE Standard 90.1-2001. Partial deductions of up to $.60 per square foot can be taken for measures affecting any one of three building systems: the building envelope, lighting, or heating and cooling systems. Available for systems “placed in service” from January 1, 2006 through December 31, 2013.
