Backup Rates - Interconnection Standards - ISO-NE Demand Response Programs
Under the capital grant program, the electric cost associated with power used when base load customer-side generation is out of service can be reduced. This is done by eliminating backup rates and demand ratchets for customers who install these projects. In addition, generation that will be interconnected to the distribution system must comply with certain standards. Eligible to CL&P business customers, lighting rebates are fixed amounts, provided on a per-unit basis. They are paid directly to customers after they install pre-designated measures using qualified, licensed contractors. The MotorUp program provides a progressive rebate for the installation of new premium-efficiency, three-phase 1-200 hp open drip proof or totally enclosed fan cooled 1200, 1800, or 3600 RPM motors. Motors must operate at a minimum of 2000 hours annually.

The PRIME Audit Program caters to industrial customers with an average monthly peak demand up to 1500 kilowatts and whose SIC codes are between 2000-3999. CL&P will provide an initial, no-cost facility walk-through assessment with a comprehensive productivity audit and will conduct a focused study if necessary.

Retro Commissioning Program
CP&L's energy engineers will collaborate with businesses and industry and a pre-qualified RCx engineering firm to maximize the opportunities for energy-efficiency (gas, electric, and oil) improvements at your facility. Based on the findings, CL&P will review the functional tests and building management system trend analysis and quantify the estimated savings.

This combined rebate and loan program is offered to some of Connecticut Light and Power's business and industrial customers to make energy-efficiency improvements at their facilities.

Connecticut Light and Power offers the Small Commercial and Industrial Loan Program to industrial and commercial customers for the installation of electric energy-saving measures. The loan is interest-free and has a maximum six-year payback period. The maximum loan amount is $100,000 and the minimum is $5,000.

Demand Response
Hess Demand Response offers customers an opportunity to generate recurring revenue. Customers earn money by committing to reduce electricity usage the few times a year when their local power grid is at its peak, or when there is a significant spike in energy prices. For this commitment to reduce usage, Hess will pay customers every month. When they fulfill their commitment during a demand response event, Hess will pay them even more.

Hess C-Neutral
This program helps businesses become leaders in environmental stewardship and consumer advocates. Businesses have the option to bundle natural gas, electricity, and/or fuel oil with carbon offset credits, making their total energy purchase 100% carbon neutral.

U.S. Department of Energy Industrial Assessment Center (IAC): University of Massachusetts
The University of Massachusetts IAC operates within the Center for Energy Efficiency and Renewable Energy. Assessments are offered to small- and medium-sized manufacturing plants (Standard Industrial Codes 20-39) in the New England area with gross annual sales of less than $100 million, not more than 500 employees, no in-house energy expert, and energy costs totaling $100,000 to $2.5 million per year.

The Real Time Demand Response Program offers performance payments to companies for kilowatt reductions equal to the greater of the zonal market price or $350 per megawatt hour (MWh) times the MWh reduction for the 2-hour notice or the greater of the Zonal Market Price or $500 per MWh times the MWh reduction for the 30 minute notice.

On-Site Renewable Tax Incentive
Businesses are eligible for tax credits for qualified solar water heating and photovoltaic systems, and for certain solar lighting systems. Qualifying equipment will either use solar energy to generate electricity, to heat/cool or provide hot water to a structure, or will use solar energy to illuminate the inside of a building by means of fiber-optic distributed sunlight (tube systems and passive solar are not eligible). The credits are available for systems placed in service between January 1, 2006 and December 31, 2016.

Small Ethanol Producer Tax Credit
A small ethanol producer that is registered with the Internal Revenue Service may be eligible for a tax incentive in the amount of $0.10 per gallon of ethanol that is: sold and used by the purchaser in the purchaser's trade or business to produce an ethanol fuel mixture; sold and used by the purchaser as a fuel in a trade or business; sold at retail for use as a motor vehicle fuel; used by the producer in a trade or business to produce an ethanol fuel mixture; or used by the producer as a fuel in a trade or business. A small producer is one that has, at all times during the tax year, not more than 60 million gallons of productive capacity of any type of alcohol. The incentive applies only to the first 15 million gallons of ethanol produced in a tax year and is allowed as a credit against the producer's income tax liability. Under current law, this incentive expires December 31, 2010.

Payments for Specified Energy Property in Lieu of Tax Credits
ARRA authorizes the Department of the Treasury to make payments to eligible persons that either place in service particular types of energy property in 2009 or 2010, or, under certain circumstances, begin construction on such property in 2009 or 2010. These payments are generally equal to 10 or 30 percent of the eligible cost basis of the property, depending on the type of property. Those that apply for these payments must forego tax credits that they could otherwise receive under sections 45 and 48 of the Internal Revenue Code. The types of energy property that are eligible for these payments include, among others, various renewable energy generation facilities, microturbines, and fuel cells.

Production Tax Credit (PTC)
Through the 2009 American Recovery and Reinvestment Act, Congress acted to provide a three-year extension of the PTC through December 31, 2012. Additionally, wind project developers can choose to receive a 30% investment tax credit (ITC) in place of the PTC for facilities placed in service in 2009 and 2010, and also for facilities placed in service before 2013 if construction begins before the end of 2010. The ITC then qualifies to be converted to a grant from the Department of Treasury. The Treasury Department must pay the grant within 60 days of an application being submitted.
