Net Metering
Customers who produce energy from renewable resources can use net metering to place that energy back into the grid. This excess generation is used to offset an equal amount of power supplied by Kansas City Power and Light in the billing period and the customer is billed for the "net" kilowatt hour supplied.

Commercial Buildings Tax Incentives
Businesses that reduce energy consumption associated with heating and cooling commercial buildings are eligible for a federal income tax deduction of up to $1.80 per square foot, provided the energy usage is 50% less than a building that meets ASHRAE Standard 90.1-2001. A partial tax deduction can be taken for measures improving building envelope, lighting, or heating and cooling systems. This deduction is available until December 31, 2013.

Renewable Energy Property Tax Exemption
Property used by businesses to generate electricity from renewable sources in Kansas—large-scale and small-scale projects—are exempt from state property taxes, beginning January 1, 1999. Property used for the transportation and treatment of landfill gas are also exempt from state property taxes beginning January 1, 2002.

Biomass-to-Energy Plant Tax Credit
Biomass-to-energy plants that are constructed or expanded before January 1, 2011, are eligible for a tax credit against state income taxes. This tax credit is for 10% of the taxpayer’s qualified investment on the first $250 million invested, and 5% of qualified investments thereafter.

Storage and Blending Equipment Tax Credit
Businesses that install any equipment used to store or blend biofuels with petroleum-based fuels from December 31, 2006, to January 1, 2012, are eligible for a state income tax credit. This tax credit is equal to 10% of the taxpayer’s qualified investment for the first $10 million invested, and 5% of qualified investments thereafter.

Carbon Dioxide Capture/Sequestration Tax Deduction
Businesses are allowed to deduct from state income taxes the amortized costs of machinery and equipment used to capture and sequester carbon dioxide. The amortization deduction is equal to 55% of the costs of such machinery and equipment for the first taxable year, and 5% in subsequent years.

Waste Heat Utilization System
Systems designed to capture waste heat generated in the process of producing electricity and systems designed to use this heat to generate additional electricity or to produce renewable fuels are exempt from state property taxes for 10 years following the installation of such equipment. In addition, after December 31, 2006, businesses may amortize the cost of the waste heat system for deductions on their state income tax.

Kansas Electric Power Cooperative offers a rebate on water heaters. The minimum unit size is 40 gallons. For a water heater less than 60 gallons, the water heater must have an Energy Factor (EF) of .93 or above. For a water heater 60 gallons or larger, the water heater must have an EF of .91 or above.

On-Site Renewable Tax Incentive
Businesses are eligible for tax credits for qualified solar water heating and photovoltaic systems, and for certain solar lighting systems. Qualifying equipment will either use solar energy to generate electricity, to heat/cool or provide hot water to a structure, or will use solar energy to illuminate the inside of a building by means of fiber-optic distributed sunlight (tube systems and passive solar are not eligible). The credits are available for systems placed in service between January 1, 2006 and December 31, 2016.

Non-residential managers can receive a 10-year tax credit if they help create renewable energy from one of the following sources: wind, closed loop biomass, open loop biomass, geothermal, solar, small irrigation power, municipal solid waste, and refined coal.

Small Ethanol Producer Tax Credit
A small ethanol producer that is registered with the Internal Revenue Service may be eligible for a tax incentive in the amount of $0.10 per gallon of ethanol that is: sold and used by the purchaser in the purchaser's trade or business to produce an ethanol fuel mixture; sold and used by the purchaser as a fuel in a trade or business; sold at retail for use as a motor vehicle fuel; used by the producer in a trade or business to produce an ethanol fuel mixture; or used by the producer as a fuel in a trade or business. A small producer is one that has, at all times during the tax year, not more than 60 million gallons of productive capacity of any type of alcohol. The incentive applies only to the first 15 million gallons of ethanol produced in a tax year and is allowed as a credit against the producer's income tax liability. Under current law, this incentive expires December 31, 2010.

Rural Energy for America Program Guaranteed Loan Program (REAP LOAN)
The REAP Guaranteed Loan Program encourages the commercial financing of renewable energy (bioenergy, geothermal, hydrogen, solar, wind and hydro power) and energy efficiency projects. Under the program, project developers will work with local lenders, who in turn can apply to USDA Rural Development for a loan guarantee up to 85% of the loan amount.

Loan Guarantee Program

Oklahoma Green Grant
The U.S. Department of Labor has awarded Oklahoma a $6 million green-job grant to train workers in emerging industries such as energy efficiency and renewable energy. The goal is to train 4,700 workers in two years for jobs that pay above the state's per capita income.

Payments for Specified Energy Property in Lieu of Tax Credits
ARRA authorizes the Department of the Treasury to make payments to eligible persons that either place in service particular types of energy property in 2009 or 2010, or, under certain circumstances, begin construction on such property in 2009 or 2010. These payments are generally equal to 10 or 30 percent of the eligible cost basis of the property, depending on the type of property. Those that apply for these payments must forego tax credits that they could otherwise receive under sections 45 and 48 of the Internal Revenue Code. The types of energy property that are eligible for these payments include, among others, various renewable energy generation facilities, microturbines, and fuel cells.

Production Tax Credit (PTC)
Through the 2009 American Recovery and Reinvestment Act, Congress acted to provide a three-year extension of the PTC through December 31, 2012. Additionally, wind project developers can choose to receive a 30% investment tax credit (ITC) in place of the PTC for facilities placed in service in 2009 and 2010, and also for facilities placed in service before 2013 if construction begins before the end of 2010. The ITC then qualifies to be converted to a grant from the Department of Treasury. The Treasury Department must pay the grant within 60 days of an application being submitted.

Tax Deductions for Commercial Buildings
A tax deduction of up to $1.80 per square foot is available to owners or designers of new or existing commercial buildings that save at least 50% of the heating and cooling energy of a building that meets ASHRAE Standard 90.1-2001. Partial deductions of up to $.60 per square foot can be taken for measures affecting any one of three building systems: the building envelope, lighting, or heating and cooling systems. Available for systems “placed in service” from January 1, 2006 through December 31, 2013.
