Plants producing 1 megawatt or more by means of an alternative renewable energy source are eligible for the new or expanded industry property tax reduction on the local mill levy during the first 9 years of operation, subject to approval by the local government.

A tax deduction of up to $1.80 per square foot is available to owners or designers of new or existing commercial buildings that save at least 50% of the heating and cooling energy of a building that meets ASHRAE Standard 90.1-2001. Partial deductions of up to $.60 per square foot can be taken for measures affecting any one of three building systems: the building envelope, lighting, or heating and cooling systems. Businesses are eligible for tax credits for qualified solar water heating and photovoltaic systems, and for certain solar lighting systems. Qualifying equipment will either use solar energy to generate electricity, to heat/cool or provide hot water to a structure, or will use solar energy to illuminate the inside of a building by means of fiber-optic distributed sunlight (tube systems and passive solar are not eligible). The credits are available for systems placed in service between January 1, 2006 and December 31, 2016.

A small ethanol producer that is registered with the Internal Revenue Service may be eligible for a tax incentive in the amount of $0.10 per gallon of ethanol that is: sold and used by the purchaser in the purchaser's trade or business to produce an ethanol fuel mixture; sold and used by the purchaser as a fuel in a trade or business; sold at retail for use as a motor vehicle fuel; used by the producer in a trade or business to produce an ethanol fuel mixture; or used by the producer as a fuel in a trade or business. A small producer is one that has, at all times during the tax year, not more than 60 million gallons of productive capacity of any type of alcohol. The incentive applies only to the first 15 million gallons of ethanol produced in a tax year and is allowed as a credit against the producer's income tax liability. Under current law, this incentive expires December 31, 2010.

Rural Energy for America Program Guaranteed Loan Program (REAP LOAN)
The REAP Guaranteed Loan Program encourages the commercial financing of renewable energy (bioenergy, geothermal, hydrogen, solar, wind and hydro power) and energy efficiency projects. Under the program, project developers will work with local lenders, who in turn can apply to USDA Rural Development for a loan guarantee up to 85% of the loan amount.

The Boise State University IAC provides energy conservation and cost reduction assessments to small- and medium-sized manufacturers within about 150 miles of its campus, and educates energy managers on energy efficiency.

Loan Guarantee Program
DOE offers loans to projects that “avoid, reduce, or sequester air pollutants or anthropogenic emissions of greenhouse gases.” Loans are available for biomass, hydrogen, wind, solar, hydropower, advanced fossil energy coal, carbon, electricity delivery and reliability, alternative fuel vehicles, pollution control equipment, and industrial energy efficiency projects.

Oklahoma Green Grant
The U.S. Department of Labor has awarded Oklahoma a $6 million green-job grant to train workers in emerging industries such as energy efficiency and renewable energy. The goal is to train 4,700 workers in two years for jobs that pay above the state's per capita income.

REPI provides financial incentives of $0.015/kWh of electricity generated from renewable sources. This incentive is issued for the first decade of operation.

Payments for Specified Energy Property in Lieu of Tax Credits
ARRA authorizes the Department of the Treasury to make payments to eligible persons that either place in service particular types of energy property in 2009 or 2010, or, under certain circumstances, begin construction on such property in 2009 or 2010. These payments are generally equal to 10 or 30 percent of the eligible cost basis of the property, depending on the type of property. Those that apply for these payments must forego tax credits that they could otherwise receive under sections 45 and 48 of the Internal Revenue Code. The types of energy property that are eligible for these payments include, among others, various renewable energy generation facilities, microturbines, and fuel cells.

Production Tax Credit (PTC)
Through the 2009 American Recovery and Reinvestment Act, Congress acted to provide a three-year extension of the PTC through December 31, 2012. Additionally, wind project developers can choose to receive a 30% investment tax credit (ITC) in place of the PTC for facilities placed in service in 2009 and 2010, and also for facilities placed in service before 2013 if construction begins before the end of 2010. The ITC then qualifies to be converted to a grant from the Department of Treasury. The Treasury Department must pay the grant within 60 days of an application being submitted.

Tax Deductions for Commercial Buildings
A tax deduction of up to $1.80 per square foot is available to owners or designers of new or existing commercial buildings that save at least 50% of the heating and cooling energy of a building that meets ASHRAE Standard 90.1-2001. Partial deductions of up to $.60 per square foot can be taken for measures affecting any one of three building systems: the building envelope, lighting, or heating and cooling systems. Available for systems “placed in service” from January 1, 2006 through December 31, 2013.
