Business Weatherization Program
This incentive program is available for commercial customers with facilities that are smaller than 5,000 square feet in size and use electricity for heat. In order to be eligible for a rebate, improvements to the facility must improve insulation by 20%. Improvements include replacing windows; sealing areas around windows and appliances; and adding insulation to attics, ceilings, under floors, basements, and walls.

The lighting retrofit program offers rebate incentives for the installation of energy saving lighting. Commercial and institutional customers are eligible for the lighting retrofit program. Projects must reduce wattage by at least 25% in order to receive cash incentives, which will not exceed 100% of the cost.

Net Metering Program
Net metering is available to DEC members that own and operate a facility that generates electricity from renewable sources, such as hydro, wind, solar, or fuel cell. Net metering facilities are intended to offset or meet all of a customers electrical requirements. Net metering measures the difference between the electricity the customer buys from Douglas Electric Cooperative and the electricity the customer generates using renewable generating equipment. If the facility generates more electricity than used, DEC credits the customer the avoided cost for wholesale electric power. That means DEC pays the customer for any wholesale power costs that were not made, or "avoided," because the net metering facility displaced the need to purchase power.

By participating in FlexPeak Management, commercial and industrial customers reduce their power usage during times of system peak demand. Participating customers receive a fully customized Demand Reduction Plan, free basic access to EnerNOC’s PowerTrack energy-management software that allows customers to view their energy consumption in real time, an incentive for agreeing to be “on call” and participate in demand-reduction events, and an additional incentive for their actual participation in a demand-reduction event.

Tax Credit for High Efficiency Combined Heat and Power Projects
Oregon Laws, 2010, Chapter 76, Section 2 limits the amount of potential tax credits for facilities (projects) using or producing renewable energy resources or listed as renewable energy resources under ORS 469.185 to $300 million for the biennium ending June 30, 2011. To meet these limits, ORS 469.195(2) established a tiered priority system and the criteria that the Oregon Department of Energy (Department) Director may consider in deciding whether to grant a Business Energy Tax Credit for these facilities. The statute requires the Director to subject facilities with higher projected costs to closer scrutiny and compare facilities of similar costs against each other.

Conservation projects include, but are not limited to, the following types of projects: insulation, HVAC, heat recovery, variable frequency drives (VFDs), controls, irrigation, and other process changes that reduce energy use. Businesses are eligible for tax credits for qualified solar water heating and photovoltaic systems, and for certain solar lighting systems. Qualifying equipment will either use solar energy to generate electricity, to heat/cool or provide hot water to a structure, or will use solar energy to illuminate the inside of a building by means of fiber-optic distributed sunlight (tube systems and passive solar are not eligible). The credits are available for systems placed in service between January 1, 2006 and December 31, 2016.

Renewable Energy Generation Tax Credit
Non-residential managers can receive a 10-year tax credit if they help create renewable energy from one of the following sources: wind, closed loop biomass, open loop biomass, geothermal, solar, small irrigation power, municipal solid waste, and refined coal.

Small Ethanol Producer Tax Credit
A small ethanol producer that is registered with the Internal Revenue Service may be eligible for a tax incentive in the amount of $0.10 per gallon of ethanol that is: sold and used by the purchaser in the purchaser's trade or business to produce an ethanol fuel mixture; sold and used by the purchaser as a fuel in a trade or business; sold at retail for use as a motor vehicle fuel; used by the producer in a trade or business to produce an ethanol fuel mixture; or used by the producer as a fuel in a trade or business. A small producer is one that has, at all times during the tax year, not more than 60 million gallons of productive capacity of any type of alcohol. The incentive applies only to the first 15 million gallons of ethanol produced in a tax year and is allowed as a credit against the producer's income tax liability. Under current law, this incentive expires December 31, 2010.

Rural Energy for America Program Guaranteed Loan Program (REAP LOAN)

Payments for Specified Energy Property in Lieu of Tax Credits
ARRA authorizes the Department of the Treasury to make payments to eligible persons that either place in service particular types of energy property in 2009 or 2010, or, under certain circumstances, begin construction on such property in 2009 or 2010. These payments are generally equal to 10 or 30 percent of the eligible cost basis of the property, depending on the type of property. Those that apply for these payments must forego tax credits that they could otherwise receive under sections 45 and 48 of the Internal Revenue Code. The types of energy property that are eligible for these payments include, among others, various renewable energy generation facilities, microturbines, and fuel cells.

Production Tax Credit (PTC)
Through the 2009 American Recovery and Reinvestment Act, Congress acted to provide a three-year extension of the PTC through December 31, 2012. Additionally, wind project developers can choose to receive a 30% investment tax credit (ITC) in place of the PTC for facilities placed in service in 2009 and 2010, and also for facilities placed in service before 2013 if construction begins before the end of 2010. The ITC then qualifies to be converted to a grant from the Department of Treasury. The Treasury Department must pay the grant within 60 days of an application being submitted.

Tax Deductions for Commercial Buildings
A tax deduction of up to $1.80 per square foot is available to owners or designers of new or existing commercial buildings that save at least 50% of the heating and cooling energy of a building that meets ASHRAE Standard 90.1-2001. Partial deductions of up to $.60 per square foot can be taken for measures affecting any one of three building systems: the building envelope, lighting, or heating and cooling systems. Available for systems “placed in service” from January 1, 2006 through December 31, 2013.
