Demand Response Programs
Allegheny Power offers two demand response programs: Economic Load Response and Interruptible Load Resource. The Economic Load Response Program offers financial incentives to customers who reduce their power consumption during periods of high electrical demand or prices. To qualify, customers must have the ability to reduce their electric demand by a minimum of 100 kW per hour. The Interruptible Load Resource Program pays customers if they are called to reduce electrical usage during system emergencies. To participate, customers must agree to be available for up to 10 reductions per year and have the ability to reduce demand by a minimum of 100 kW per hour.

Mercury Vapor Lighting Replacement Program
The Energy Policy Act of 2005 mandates that mercury vapor lamp ballasts shall not be manufactured or imported after January 1, 2008, and additional regulations regarding the manufacturing of mercury vapor lamps will completely eliminate availability by 2011. These regulations are designed to promote energy efficiency and conservation with lighting installations. Allegheny Power offers several alternate lighting types to replace mercury vapor lighting when the fixtures fail.

Variable Frequency Drives
Customers can improve the efficiency of their motor applications, particularly variable loads such as fans and pumps through the installation of Variable Frequency Drives (VFD) to receive a rebate of 50% of the VFD's cost before taxes, for each eligible drive rebate.

Dual Fuel System Program
By participating in the Load Management Program, a dual fuel system qualifies for a special, lower electric rate. Bedford Rural Electric also offers a $500 rebate towards the purchase of a new heat pump with oil, gas or propane backup, and $750 with an ETS booster backup.

Demand Response
Hess Demand Response offers customers an opportunity to generate recurring revenue. Customers earn money by committing to reduce electricity usage the few times a year when their local power grid is at its peak, or when there is a significant spike in energy prices. For this commitment to reduce usage, Hess will pay customers every month. When they fulfill their commitment during a demand response event, Hess will pay them even more.

Hess C-Neutral
This program helps businesses become leaders in environmental stewardship and consumer advocates. Businesses have the option to bundle natural gas, electricity, and/or fuel oil with carbon offset credits, making their total energy purchase 100% carbon neutral.

An organization can play an important role in supporting renewable energy by purchasing Renewable Energy Certificates from Hess. An organization's green power purchase can range from 1% to 100% of its electricity usage.

Energy Management Services (EMS) provides evaluation of a customer's total energy use for the purpose of establishing energy conservation solutions that reduce the customer's annual energy expenses. EMS utilizes equipment inventory reports, historical energy bills, walk-through audits, load analysis, and equipment decision-making to provide the optimal use of energy in a facility.

Smart Returns
Two programs are available for companies who agree to reduce energy use by a guaranteed amount during periods of system-wide, power grid emergencies. Pennsylvania Energy Harvest Grant Program
The Pennsylvania Department of Environmental Protection (DEP) and the Pennsylvania Department of Agriculture initiated the Pennsylvania Energy Harvest program in 2003 to improve air quality, preserve land, protect local watersheds, and provide economic opportunities for the state's agricultural community. The initiative finances the implementation of clean and renewable-energy technologies that have measurable benefits in terms of pollution reduction, environmental quality, and reduced energy use.

Custom Incentive Program
The Custom Incentive component of the program offers an incentive of $0.10 per kilowatt hour reduced. To qualify, measures and technical studies must meet PPL Electric Utilities' cost-effectiveness threshold and technical criteria. On-Site Renewable Tax Incentive
Businesses are eligible for tax credits for qualified solar water heating and photovoltaic systems, and for certain solar lighting systems. Qualifying equipment will either use solar energy to generate electricity, to heat/cool or provide hot water to a structure, or will use solar energy to illuminate the inside of a building by means of fiber-optic distributed sunlight (tube systems and passive solar are not eligible). The credits are available for systems placed in service between January 1, 2006 and December 31, 2016.

Renewable Energy Generation Tax Credit
Non-residential managers can receive a 10-year tax credit if they help create renewable energy from one of the following sources: wind, closed loop biomass, open loop biomass, geothermal, solar, small irrigation power, municipal solid waste, and refined coal.

Small Ethanol Producer Tax Credit
A small ethanol producer that is registered with the Internal Revenue Service may be eligible for a tax incentive in the amount of $0.10 per gallon of ethanol that is: sold and used by the purchaser in the purchaser's trade or business to produce an ethanol fuel mixture; sold and used by the purchaser as a fuel in a trade or business; sold at retail for use as a motor vehicle fuel; used by the producer in a trade or business to produce an ethanol fuel mixture; or used by the producer as a fuel in a trade or business. A small producer is one that has, at all times during the tax year, not more than 60 million gallons of productive capacity of any type of alcohol. The incentive applies only to the first 15 million gallons of ethanol produced in a tax year and is allowed as a credit against the producer's income tax liability. Under current law, this incentive expires December 31, 2010.

Payments for Specified Energy Property in Lieu of Tax Credits
ARRA authorizes the Department of the Treasury to make payments to eligible persons that either place in service particular types of energy property in 2009 or 2010, or, under certain circumstances, begin construction on such property in 2009 or 2010. These payments are generally equal to 10 or 30 percent of the eligible cost basis of the property, depending on the type of property. Those that apply for these payments must forego tax credits that they could otherwise receive under sections 45 and 48 of the Internal Revenue Code. The types of energy property that are eligible for these payments include, among others, various renewable energy generation facilities, microturbines, and fuel cells.

Production Tax Credit (PTC)
Through the 2009 American Recovery and Reinvestment Act, Congress acted to provide a three-year extension of the PTC through December 31, 2012. Additionally, wind project developers can choose to receive a 30% investment tax credit (ITC) in place of the PTC for facilities placed in service in 2009 and 2010, and also for facilities placed in service before 2013 if construction begins before the end of 2010. The ITC then qualifies to be converted to a grant from the Department of Treasury. The Treasury Department must pay the grant within 60 days of an application being submitted.

Tax Deductions for Commercial Buildings
A tax deduction of up to $1.80 per square foot is available to owners or designers of new or existing commercial buildings that save at least 50% of the heating and cooling energy of a building that meets ASHRAE Standard 90.1-2001. Partial deductions of up to $.60 per square foot can be taken for measures affecting any one of three building systems: the building envelope, lighting, or heating and cooling systems. Available for systems “placed in service” from January 1, 2006 through December 31, 2013.
