Energy audits can help customers identify energy conservation opportunities within a plant or building. In addition to reporting specific costs associated with energy losses and payback periods, these energy audits project potential savings that could result from the installation of recommended devices or systems, or from the modification of building operations or building shell. Similar audits are available for HVAC, compressed air, and lighting systems.

Harmonic Analysis
To help prevent equipment malfunctions in customers' facilities, Chattanooga Electric Power Board (EPB) uses sensitive power test equipment that analyzes the amount of harmonic distortion in a power system and determines its source. Once the problem is identified, EPB will recommend the size and location of filtering equipment to mitigate the specific harmonic that is causing the trouble.

The Manufacturing Credit is designed to encourage growth in the manufacturing sector. In any month when the metered demand for firm power exceeds 1,000 kW, a credit is applied to each kW of metered demand used in determining the firm billing demand and each kWh of firm energy.

Through the Key Account Program, energy audits may be conducted for large commercial and industrial customers. The purpose of energy audits are to evaluate business operations and make sound recommendations as to how customers may reduce energy consumption. Small Manufacturing Credit
In coordination with TVA, JCPB offers the Small Manufacturing Credit to qualifying manufacturers. The purpose of this credit program is to avoid potential losses of manufacturing load to the TVA service area, which would threaten the ability to keep rates low for all consumers. The credit offers significant power cost savings to qualifying manufacturers, which in turn helps retain manufacturing load. Everyone benefits when there are manufacturing jobs available.

Wind Energy Systems Tax Exemption
Tennessee House Bill 809 states that wind energy systems operated by public utilities, businesses, or industrial facilities shall not be taxed at more than one-third of the total installed cost. This law applies to the initial appraisal and subsequent appraisals of wind energy systems.

Data Center Tax Credit
Companies may obtain tax credits for the purchase of materials related to the construction of a data center, which is defined as a building or buildings housing high technology computer systems and related equipment, if the company creates 25 new jobs paying at least 150% of the state’s average occupational wage and invests a minimum of $250 million in capital.

Emerging Industry Credit
If companies can demonstrate a strong growth potential and commit to creating jobs that pay about the county’s average occupational wage, the state may waive the threshold of 25 new jobs created in order to qualify for the Jobs Tax Credit.

Industrial Machinery Tax Credit
For capital investments in industrial machinery, Tennessee offers qualified businesses an Industrial Machinery Tax Credit that may be used to offset up to 50% of the company’s F&E tax liability. To qualify for this credit, companies are not required to create new jobs. The credit applies to the purchase, installation and repair of industrial machinery as defined in T.C.A. 67-6-102.

The Tennessee Energy Division offers low-interest loans of up to $300,000, with terms of up to seven years, for energy efficiency projects, retrofits, renewable energy projects, and other projects shown to save energy or decrease energy demand.

Tennessee Clean Energy Technology Grant Program
ECD offers grants to businesses to offset the cost installing clean energy technology, such as solar systems, solar electric generating equipment, wind energy systems, solar thermal systems, hydrogen fuel cells, and hybrid solar lighting. Tennessee companies of any size are eligible to receive grants of up to 40% of the total installed system cost up to $75,000.

A tax deduction of up to $1.80 per square foot is available to owners or designers of new or existing commercial buildings that save at least 50% of the heating and cooling energy of a building that meets ASHRAE Standard 90.1-2001. Businesses are eligible for tax credits for qualified solar water heating and photovoltaic systems, and for certain solar lighting systems. Qualifying equipment will either use solar energy to generate electricity, to heat/cool or provide hot water to a structure, or will use solar energy to illuminate the inside of a building by means of fiber-optic distributed sunlight (tube systems and passive solar are not eligible). The credits are available for systems placed in service between January 1, 2006 and December 31, 2016.

Renewable Energy Generation Tax Credit
Non-residential managers can receive a 10-year tax credit if they help create renewable energy from one of the following sources: wind, closed loop biomass, open loop biomass, geothermal, solar, small irrigation power, municipal solid waste, and refined coal.

Small Ethanol Producer Tax Credit
A small ethanol producer that is registered with the Internal Revenue Service may be eligible for a tax incentive in the amount of $0.10 per gallon of ethanol that is: sold and used by the purchaser in the purchaser's trade or business to produce an ethanol fuel mixture; sold and used by the purchaser as a fuel in a trade or business; sold at retail for use as a motor vehicle fuel; used by the producer in a trade or business to produce an ethanol fuel mixture; or used by the producer as a fuel in a trade or business. A small producer is one that has, at all times during the tax year, not more than 60 million gallons of productive capacity of any type of alcohol. The incentive applies only to the first 15 million gallons of ethanol produced in a tax year and is allowed as a credit against the producer's income tax liability. Under current law, this incentive expires December 31, 2010.

Rural Energy for America Program Guaranteed Loan Program (REAP LOAN)

Oklahoma Green Grant
The U.S. Department of Labor has awarded Oklahoma a $6 million green-job grant to train workers in emerging industries such as energy efficiency and renewable energy. The goal is to train 4,700 workers in two years for jobs that pay above the state's per capita income.

Payments for Specified Energy Property in Lieu of Tax Credits
ARRA authorizes the Department of the Treasury to make payments to eligible persons that either place in service particular types of energy property in 2009 or 2010, or, under certain circumstances, begin construction on such property in 2009 or 2010. These payments are generally equal to 10 or 30 percent of the eligible cost basis of the property, depending on the type of property. Those that apply for these payments must forego tax credits that they could otherwise receive under sections 45 and 48 of the Internal Revenue Code. The types of energy property that are eligible for these payments include, among others, various renewable energy generation facilities, microturbines, and fuel cells.

Production Tax Credit (PTC)
Through the 2009 American Recovery and Reinvestment Act, Congress acted to provide a three-year extension of the PTC through December 31, 2012. Additionally, wind project developers can choose to receive a 30% investment tax credit (ITC) in place of the PTC for facilities placed in service in 2009 and 2010, and also for facilities placed in service before 2013 if construction begins before the end of 2010. The ITC then qualifies to be converted to a grant from the Department of Treasury. The Treasury Department must pay the grant within 60 days of an application being submitted.

Tax Deductions for Commercial Buildings
A tax deduction of up to $1.80 per square foot is available to owners or designers of new or existing commercial buildings that save at least 50% of the heating and cooling energy of a building that meets ASHRAE Standard 90.1-2001. Partial deductions of up to $.60 per square foot can be taken for measures affecting any one of three building systems: the building envelope, lighting, or heating and cooling systems. Available for systems “placed in service” from January 1, 2006 through December 31, 2013.
